Why did Panama seize five times more cocaine than Mexico did last year?



One savvy European anti-narcotics official pointed this out to me earlier this week. Panama last year confiscated 49.5 metric tons of cocaine last year, according to the State Department’s annual narcotics control report.



For its part, Mexico seized only 9.4 metric tons, according to the report.



So what gives? Are Panama’s drug cops particularly good? Are Mexico’s inept? Or could it be because drug cartels are sending less cocaine through Mexico?



The latter is what Antonio Luigi Mazzitelli of the U.N. Office on Drugs and Crime suggested to me. Mazzitelli oversees Mexico and Central America. He says intra-cartel violence has made smuggling through Mexico increasingly risky. So the Mexican cartels with tentacles into the supply chain in the Andes are finding ways to bring it to Central America, then bypass Mexico.

The killing of a Canoga Park bowling alley employee was a racially motivated crime tied to gang activity, L.A. prosecutors say.



A co-defendant charged with the 2008 murder of James Shamp was seeking bragging rights and earned his gang moniker "Outlaw" when he willfully participated in the racially motivated crime, a prosecutor told jurors in closing arguments Wednesday.



Deputy Dist. Atty. Daniel Akemon of the Hardcore Gang Division told jurors at the Van Nuys Courthouse that Martin Sotelo helped fellow gang member Richard Bordelon gun down Shamp, a black man, "in cold blood because of the color of his skin, in a display of senseless violence and a complete disregard for human life."



Shamp, 48, a husband and father of two children, was taking out the trash at the Canoga Bowl on Dec. 22, 2008, when a car carrying Latino gang members pulled up, prosecutors said.



Sotelo, 26, was behind the wheel. He stopped the vehicle so Bordelon could take aim like a sniper, striking Shamp "right through the heart," Akemon said.



The jurors -- six men and six women -- will be asked to decide whether Sotelo willfully conspired to commit murder and targeted Shamp because he was African American.



In addition, Sotelo is charged with one count of attempted robbery and one count of evading police, with a special gang allegation. He is accused of being a member of the Canoga Park Alabama gang.



In March 2010, Van Nuys Superior Court Judge Martin Herscovitz sentenced Bordelon to life in prison without the possibility of parole, plus 47 years to life, after he admitted killing Shamp. He was also ordered to pay $14,386 in restitution for burial expenses and mental health costs incurred by the victim's family.



On Wednesday, Akemon told jurors that Sotelo and Bordelon were out that December evening looking to earn their respective nicknames of "Outlaw" and "Psycho." And although they may not have gone to the Canoga Bowl in the 20100 block of Vanowen Street looking for an African American, "they spotted a prize target and that's when they decided to kill," Akemon said.



But defense attorney Robert Schwartz argued that his client, who has African American friends and had even dated a black woman, did not harbor prejudice against blacks and was not on the hunt to kill them.



As far as Sotelo understood, he and his companions "were out to pick up some girls," Schwartz told jurors. "But something switched in the mind of Bordelon."



Bordelon decided he was going to rob somebody to get some spending money, Schwartz said. When the attempted robbery of a young female failed, Bordelon directed Sotelo to the Canoga Bowl, according to Schwartz.



The plan was not to find an African American, but to get some money, Schwartz argued. "How many African Americans would you expect to find at a bowling alley in the San Fernando Valley?" he asked rhetorically.



But Bordelon was not only carrying a gun, he was "carrying a hatred of African Americans," Schwartz said. And "what transpired is not a premeditated killing but a crime of opportunism. All of a sudden the killing of an African American trumps a robbery."



Closing arguments are expected to wrap up Thursday.

Sheriff: L.A. gang killed to 'cleanse' turf of blacks

LOS ANGELES, California (AP) -- In a murderous quest aimed at "cleansing" their turf of snitches and rival gangsters, members of one of Los Angeles County's most vicious Latino gangs sometimes killed people just because of their race, an investigation found.

There were even instances in which Florencia 13 leaders ordered killings of black gangsters and then, when the intended victim couldn't be located, said "Well, shoot any black you see," Los Angeles County Sheriff Lee Baca said.

"In certain cases some murders were just purely motivated on killing a black person," Baca said.

Authorities say there were 20 murders among more than 80 shootings documented during the gang's rampage in the hardscrabble Florence-Firestone neighborhood, exceptional even in an area where gang violence has been commonplace for decades. They don't specify the time frame or how many of the killings were racial.

Los Angeles has struggled with gang violence for years, especially during the wars in the late 1980s and early '90s between the Crips and the Bloods -- both black gangs. Latino gangs have gained influence since then as the Hispanic population surged.

Evidence of Florencia 13, or F13, is easy to find in Florence-Firestone. Arrows spray-painted on the wall of a liquor store mark the gang's boundary and graffiti warns rivals to steer clear.

The gang's name comes from the neighborhood that is its stronghold and the 13th letter of the alphabet -- M -- representing the gang's ties to the Mexican Mafia.

Federal, state and local officials worked together to charge 102 men linked to F13 with racketeering, conspiracy to murder, weapons possession, drug dealing and other crimes. In terms of people charged, it's the largest-ever federal case involving a Southern California gang, prosecutors say. More than 80 of those indicted are in custody.

But eliminating the gang won't be easy. It's survived for decades and is believed to have about 2,000 members. Its reach extends to Nevada, Arizona and into prisons, where prosecutors say incarcerated gang leaders were able to order hits on black gangsters.

According to the indictment, F13's leader, Arturo Castellanos, sent word in 2004 from California's fortress-like Pelican Bay State Prison that he wanted his street soldiers to begin "cleansing" Florence-Firestone of black gangsters, notably the East Coast Crips, and snitches.

His followers eagerly obeyed, according to federal prosecutors.

In one case, F13 members came across a black man at a bus stop, shouted "Cheese toast!" and fired. "Cheese toast" is a derogatory name for East Coast Crips, Assistant U.S. Attorney Kevin S. Rosenberg said.

The victim, apparently targeted only because of his skin color, survived being shot several times, Rosenberg said.

F13 isn't the only Latino gang linked to racial killings. Last year, four members of The Avenues, a gang from the Highland Park area east of downtown Los Angeles, were convicted of hate crimes for killing a black man in what prosecutors called a campaign to drive blacks from that neighborhood.

And last January, authorities announced a crackdown on the 204th Street gang following the killing of a 14-year-old black girl.

The violence goes both ways, said Adam Torres, a Los Angeles County Sheriff's Department gang detective whose beat includes Florence-Firestone.

During a recent patrol on the east side of the neighborhood, he pointed to a cinderblock wall peppered with bullet holes. Torres said the Crips still control that area and any Hispanic there is at risk of being shot.

Despite the wave of violence, George Tita, a criminologist with the University of California, Irvine, said racially motivated gang killings are an exception. Latinos and blacks are far more likely to be murdered by one of their own.

"You don't see these major black-brown wars, either within the context of gangs or outside the context of gangs," Tita said.

Residents of Florence-Firestone are loath to discuss gangs, fearful they might end up as targets, but there are signs of change. Murders in the neighborhood dropped from 43 in 2005 to 19 in 2006, Baca said. For 2007, there were 19 murders as of December 24.

Jose Garcia sees the difference. The security doors on the store where he works aren't covered with graffiti as often and he hasn't heard a gunshot in two months.

"It used to be at least once or twice a week," he said.

Hispanic Family Values?



Runaway illegitimacy is creating a new U.S. underclass.

Unless the life chances of children raised by single mothers suddenly improve, the explosive growth of the U.S. Hispanic population over the next couple of decades does not bode well for American social stability. Hispanic immigrants bring near–Third World levels of fertility to America, coupled with what were once thought to be First World levels of illegitimacy. (In fact, family breakdown is higher in many Hispanic countries than here.) Nearly half of the children born to Hispanic mothers in the U.S. are born out of wedlock, a proportion that has been increasing rapidly with no signs of slowing down. Given what psychologists and sociologists now know about the much higher likelihood of social pathology among those who grow up in single-mother households, the Hispanic baby boom is certain to produce more juvenile delinquents, more school failure, more welfare use, and more teen pregnancy in the future.

The government social-services sector has already latched onto this new client base; as the Hispanic population expands, so will the demands for a larger welfare state. Since conservative open-borders advocates have yet to acknowledge the facts of Hispanic family breakdown, there is no way to know what their solution to it is. But they had better come up with one quickly, because the problem is here—and growing.

The dimensions of the Hispanic baby boom are startling. The Hispanic birthrate is twice as high as that of the rest of the American population. That high fertility rate—even more than unbounded levels of immigration—will fuel the rapid Hispanic population boom in the coming decades. By 2050, the Latino population will have tripled, the Census Bureau projects. One in four Americans will be Hispanic by mid-century, twice the current ratio. In states such as California and Texas, Hispanics will be in the clear majority. Nationally, whites will drop from near 70 percent of the total population in 2000 to just half by 2050. Hispanics will account for 46 percent of the nation’s added population over the next two decades, the Pew Hispanic Center reports.

But it’s the fertility surge among unwed Hispanics that should worry policymakers. Hispanic women have the highest unmarried birthrate in the country—over three times that of whites and Asians, and nearly one and a half times that of black women, according to the Centers for Disease Control. Every 1,000 unmarried Hispanic women bore 92 children in 2003 (the latest year for which data exist), compared with 28 children for every 1,000 unmarried white women, 22 for every 1,000 unmarried Asian women, and 66 for every 1,000 unmarried black women. Forty-five percent of all Hispanic births occur outside of marriage, compared with 24 percent of white births and 15 percent of Asian births. Only the percentage of black out-of-wedlock births—68 percent—exceeds the Hispanic rate. But the black population is not going to triple over the next few decades.

As if the unmarried Hispanic birthrate weren’t worrisome enough, it is increasing faster than among other groups. It jumped 5 percent from 2002 to 2003, whereas the rate for other unmarried women remained flat. Couple the high and increasing illegitimacy rate of Hispanics with their higher overall fertility rate, and you have a recipe for unstoppable family breakdown.

The only bright news in this demographic disaster story concerns teen births. Overall teen childbearing in the U.S. declined for the 12th year in a row in 2003, having dropped by more than a third since 1991. Yet even here, Hispanics remain a cause for concern. The rate of childbirth for Mexican teenagers, who come from by far the largest and fastest-growing immigrant population, greatly outstrips every other group. The Mexican teen birthrate is 93 births per every 1,000 girls, compared with 27 births for every 1,000 white girls, 17 births for every 1,000 Asian girls, and 65 births for every 1,000 black girls. To put these numbers into international perspective, Japan’s teen birthrate is 3.9, Italy’s is 6.9, and France’s is 10. Even though the outsize U.S. teen birthrate is dropping, it continues to inflict unnecessary costs on the country, to which Hispanics contribute disproportionately.

To grasp the reality behind those numbers, one need only talk to people working on the front lines of family breakdown. Social workers in Southern California, the national epicenter for illegal Hispanic immigrants and their progeny, are in despair over the epidemic of single parenting. Not only has illegitimacy become perfectly acceptable, they say, but so has the resort to welfare and social services to cope with it.

Dr. Ana Sanchez delivers babies at St. Joseph’s Hospital in the city of Orange, California, many of them to Hispanic teenagers. To her dismay, they view having a child at their age as normal. A recent patient just had her second baby at age 17; the baby’s father is in jail. But what is “most alarming,” Sanchez says, is that the “teens’ parents view having babies outside of marriage as normal, too. A lot of the grandmothers are single as well; they never married, or they had successive partners. So the mom sends the message to her daughter that it’s okay to have children out of wedlock.”

Sanchez feels almost personally involved in the problem: “I’m Hispanic myself. I wish I could find out what the Asians are doing right.” She guesses that Asian parents’ passion for education inoculates their children against teen pregnancy and the underclass trap. “Hispanics are not picking that up like the Asian kids,” she sighs.

Conservatives who support open borders are fond of invoking “Hispanic family values” as a benefit of unlimited Hispanic immigration. Marriage is clearly no longer one of those family values. But other kinds of traditional Hispanic values have survived—not all of them necessarily ideal in a modern economy, however. One of them is the importance of having children early and often. “It’s considered almost a badge of honor for a young girl to have a baby,” says Peggy Schulze of Chrysalis House, an adoption agency in Fresno. (Fresno has one of the highest teen pregnancy rates in California, typical of the state’s heavily Hispanic farm districts.) It is almost impossible to persuade young single Hispanic mothers to give up their children for adoption, Schulze says. “The attitude is: ‘How could you give away your baby?’ I don’t know how to break through.”

The most powerful Hispanic family value—the tight-knit extended family—facilitates unwed child rearing. A single mother’s relatives often step in to make up for the absence of the baby’s father. I asked Mona, a 19-year-old parishioner at St. Joseph’s Church in Santa Ana, California, if she knew any single mothers. She laughed: “There are so many I can’t even name them.” Two of her cousins, aged 25 and 19, have children without having husbands. The situation didn’t seem to trouble this churchgoer too much. “They’ll be strong enough to raise them. It’s totally okay with us,” she said. “We’re very close; we’re there to support them. They’ll do just fine.”

As Mona’s family suggests, out-of-wedlock child rearing among Hispanics is by no means confined to the underclass. The St. Joseph’s parishioners are precisely the churchgoing, blue-collar workers whom open-borders conservatives celebrate. Yet this community is as susceptible as any other to illegitimacy. Fifty-year-old Irma and her husband, Rafael, came legally from Mexico in the early 1970s. Rafael works in a meatpacking plant in Brea; they have raised five husky boys who attend church with them. Yet Irma’s sister—a homemaker like herself, also married to a factory hand—is now the grandmother of two illegitimate children, one by each daughter. “I saw nothing in the way my sister and her husband raised her children to explain it,” Irma says. “She gave them everything.” One of the fathers of Irma’s young nieces has four other children by a variety of different mothers. His construction wages are being garnished for child support, but he is otherwise not involved in raising his children.

The fathers of these illegitimate children are often problematic in even more troubling ways. Social workers report that the impregnators of younger Hispanic women are with some regularity their uncles, not necessarily seen as a bad thing by the mother’s family. Alternatively, the father may be the boyfriend of the girl’s mother, who then continues to stay with the grandmother. Older men seek out young girls in the belief that a virgin cannot get pregnant during her first intercourse, and to avoid sexually transmitted diseases.

The tradition of starting families young and expand- ing them quickly can come into conflict with more modern American mores. Ron Storm, the director of the Hillview Acres foster-care home in Chino, tells of a 15-year-old girl who was taken away from the 21-year-old father of her child by a local child-welfare department. The boyfriend went to jail, charged with rape. But the girl’s parents complained about the agency’s interference, and eventually both the girl and her boyfriend ended up going back to Mexico, presumably to have more children. “At 15, as the QuinceaƱera tradition celebrates, you’re considered ready for marriage,” says Storm. Or at least for childbearing; the marriage part is disappearing.

But though older men continue to take advantage of younger women, the age gap between the mother and the father of an illegitimate child is quickly closing. Planned Parenthood of Orange and San Bernardino Counties tries to teach young fathers to take responsibility for their children. “We’re seeing a lot more 13- and 14-year-old fathers,” says Kathleen Collins, v.p. of health education. The day before we spoke, Scott Montoya, an Orange County sheriff’s deputy, arrested two 14-year-old boys who were bragging about having sexual relations with a cafeteria worker from an Olive Garden restaurant. “It’s now all about getting girls pregnant when you’re age 15,” he says. One 18-year-old in the Planned Parenthood fathers’ program has two children by two different girls and is having sex with five others, says health worker Jason Warner. “A lot of [the adolescent sexual behavior] has to do with getting respect from one’s peers,” observes Warner.

Normally, the fathers, of whatever age, take off. “The father may already be married or in prison or doing drugs,” says Amanda Gan, director of operations for Toby’s House, a maternity home in Dana Point, California. Mona, the 19-year-old parishioner at St. Joseph’s Church, says that the boys who impregnated her two cousins are “nowhere to be found.” Her family knows them but doesn’t know if they are working or in jail.

Two teen mothers at the Hillview Acres home represent the outer edge of Hispanic family dysfunction. Yet many aspects of their lives are typical. Though these teenagers’ own mothers were unusually callous and irresponsible, the social milieu in which they were raised is not unusual.

Irene’s round, full face makes her look younger than her 14 years, certainly too young to be a mother. But her own mother’s boyfriend repeatedly forced sex on her, with the mother’s acquiescence. The result was Irene’s baby, Luz. Baby Luz has an uncle her own age, Irene’s new 13-month-old brother. Like Irene, Irene’s mother had her first child at 14, and produced five more over the next 16 years, all of whom went into foster care. Irene’s father committed suicide before she was old enough to know him. The four fathers of her siblings are out of the picture, too: one of them, the father of her seven-year-old brother and five-year-old sister, was deported back to Mexico after he showed up drunk for a visit with his children, in violation of his probation conditions.

Irene is serene and articulate—remarkably so, considering that in her peripatetic early life in Orange County she went to school maybe twice a week. She likes to sing and to read books that are sad, she says, especially books by Dave Pelzer, a child-abuse victim who has published three best-selling memoirs about his childhood trauma. She says she will never get married: “I don’t want another man in my life. I don’t want that experience again.”

Eighteen-year-old Jessica at least escaped rape, but her family experiences were bad enough. The large-limbed young woman, whose long hair is pulled back tightly from her heart-shaped face, grew up in the predominantly Hispanic farming community of Indio in the Coachella Valley. She started “partying hard” in fifth grade, she says—at around the same time that her mother, separated from her father, began using drugs and going clubbing. By the eighth grade, Jessica and her mother were drinking and smoking marijuana together. Jessica’s family had known her boyfriend’s family since she was four; when she had her first child by him—she was 14 and he was 21—her mother declared philosophically that she had always known that it would happen. “It was okay with her, so long as he continued to give her drugs.”

Jessica originally got pregnant to try to clean up her life, she says. “I knew what I was doing was not okay, so having a baby was a way for me to stop doing what I was doing. In that sense, the baby was planned.” She has not used drugs since her first pregnancy, though she occasionally drinks. After her daughter was born, she went to live with her boyfriend in a filthy trailer without plumbing; they scrounged food from dumpsters, despite the income from his illegal drug business. They planned to get married, but by the time she got pregnant again with a son, “We were having a lot of problems. We’d be holding hands, and he’d be looking at other girls. I didn’t want him to touch me.” Eventually, the county welfare agency removed her and put her in foster care with her two children.

Both Jessica and her caddish former boyfriend illustrate the evanescence of the celebrated Hispanic “family values.” Her boyfriend’s family could not be more traditional. Two years ago, Jessica went back to Mexico to celebrate her boyfriend’s parents’ 25th wedding anniversary and the renewal of their wedding vows. Jessica’s own mother got married at 15 to her father, who was ten years her senior. Her father would not let his wife work; she was a “stay-at-home wife,” Jessica says. But don’t blame the move to the U.S. for the behavior of younger generations; the family crack-up is happening even faster in Latin America.

Jessica’s mother may have been particularly negligent, but Jessica’s experiences are not so radically different from those of her peers. “Everybody’s having babies now,” she says. “The Coachella Valley is filled with girls’ pregnancies. Some girls live with their babies’ dads; they consider them their husbands.” These cohabiting relationships rarely last, however, and a new cohort of fatherless children goes out into the world.

Despite the strong family support, the prevalence of single parenting among Hispanics is producing the inevitable slide into the welfare system. “The girls aren’t marrying the guys, so they are married to the state,” Dr. Sanchez observes. Hispanics now dominate the federal Women, Infants, and Children free food program; Hispanic enrollment grew over 25 percent from 1996 to 2002, while black enrollment dropped 12 percent and white enrollment dropped 6.5 percent. Illegal immigrants can get WIC and other welfare programs for their American-born children. If Congress follows President Bush’s urging and grants amnesty to most of the 11 million illegal aliens in the country today, expect the welfare rolls to skyrocket as the parents themselves become eligible.

Amy Braun works for Mary’s Shelter, a home for young single mothers who are homeless or in crisis, in Orange County, California. It has become “culturally okay” for the Hispanic population to use the shelter and welfare system, Braun says. A case manager at a program for pregnant homeless women in the city of Orange observes the same acculturation to the social-services sector, with its grievance mongering and sense of victimhood. “I’ll have women in my office on their fifth child, when the others have already been placed in foster care,” says Anita Berry of Casa Teresa. “There’s nothing shameful about having multiple children that you can’t care for, and to be pregnant again, because then you can blame the system.”

The consequences of family breakdown are now being passed down from one generation to the next, in an echo of the black underclass. “The problems are deeper and wider,” says Berry. “Now you’re getting the second generation of foster care and group home residents. The dysfunction is multigenerational.”

The social-services complex has responded with barely concealed enthusiasm to this new flood of clients. As Hispanic social problems increase, so will the government sector that ministers to them. In July, a New York Times editorial, titled young latinas and a cry for help, pointed out the elevated high school dropout rates and birthrates among Hispanic girls. A quarter of all Latinas are mothers by the age of 20, reported the Times. With the usual melodrama that accompanies the pitch for more government services, the Times designated young Latinas as “endangered” in the same breath that it disclosed that they are one of the fastest-growing segments of the population. “The time to help is now,” said the Times—by which it means ratcheting up the taxpayer-subsidized social-work industry.

In response to the editorial, Carmen Barroso, regional director of International Planned Parenthood Federation/Western Hemisphere Region, proclaimed in a letter to the editor the “urgent need for health care providers, educators and advocates to join the sexual and reproductive health movement to ensure the fundamental right to services for young Latinas.”

Wherever these “fundamental rights” might come from, Barroso’s call nevertheless seems quite superfluous, since there is no shortage of taxpayer-funded “services” for troubled Latinas—or Latinos. The schools in California’s San Joaquin Valley have day care for their students’ babies, reports Peggy Schulze of Chrysalis House. “The girls get whatever they need—welfare, medical care.” Advocates for young unwed moms in New York’s South Bronx are likewise agitating for more day-care centers in high schools there, reports El Diario/La Prensa. A bill now in Congress, the Latina Adolescent Suicide Prevention Act, aims to channel $10 million to “culturally competent” social agencies to improve the self-esteem of Latina girls and to provide “support services” to their families and friends if they contemplate suicide.

The trendy “case management” concept, in which individual “cases” become the focal point around which a solar system of social workers revolves, has even reached heavily Hispanic elementary and middle schools. “We have a coordinator, who brings in a collaboration of agencies to deal with the issues that don’t allow a student to meet his academic goals, such as domestic violence or drugs,” explains Sylvia Rentria, director of the Family Resource Center at Berendo Middle School in Los Angeles. “We can provide individual therapy.” Rentria offers the same program at nearby Hoover Elementary School for up to 100 students.

This July, Rentria launched a new session of Berendo’s Violence Intervention Program for parents of children who are showing signs of gang involvement and other antisocial behavior. Ghady M., 55 and a “madre soltera” (single mother), like most of the mothers in the program, has been called in because her 16-year-old son, Christian, has been throwing gang signs at school, cutting half his classes, and ending up in the counseling office every day. The illegal Guatemalan is separated from her partner, who was “muy malo,” she says; he was probably responsible for her many missing teeth. (The detectives in the heavily Hispanic Rampart Division of the Los Angeles Police Department, which includes the Berendo school, spend inordinate amounts of time on domestic violence cases.) Though Ghady used to work in a factory on Broadway in downtown L.A.— often referred to as Little Mexico City—she now collects $580 in welfare payments and $270 in food stamps for her two American-born children.

Christian is a husky smart aleck in a big white T-shirt; his fashionably pomaded hair stands straight up. He goes to school but doesn’t do homework, he grins; and though he is not in a gang, he says, he has friends who are. Keeping Ghady and Christian company at the Violence Intervention Program is Ghady’s grandniece, Carrie, a lively ten-year-old. Carrie lives with her 26-year-old mother but does not know her father, who also sired her 12-year-old brother. Her five-year-old brother has a different father.

Yet for all these markers of social dysfunction, fatherless Hispanic families differ from the black underclass in one significant area: many of the mothers and the absent fathers work, even despite growing welfare use. The former boyfriend of Jessica, the 18-year-old mother at the Hillview Acres foster home, works in construction and moonlights on insulation jobs; whether he still deals drugs is unknown. Jessica is postponing joining her father in Texas until she finishes high school, because once she moves in with him, she will feel obligated to get a job to help the family finances. The mother of Hillview’s 14-year-old Irene used to fix soda machines in Anaheim, California, though she got fired because she was lazy, Irene says. Now, under court compulsion, she works in a Lunchables factory in Santa Ana, a condition of getting her children back from foster care. The 18-year-old Lothario and father of two, whom Planned Parenthood’s Jason Warner is trying to counsel, works at a pet store. The mother of Carrie, the vivacious ten-year-old sitting in on Berendo Middle School’s Violence Intervention Program, makes pizza at a Papa John’s pizza outlet.

How these two value systems—a lingering work ethic and underclass mating norms—will interact in the future is anyone’s guess. Orange County sheriff’s deputy Montoya says that the older Hispanic generation’s work ethic is fast disappearing among the gangbanging youngsters whom he sees. “Now, it’s all about fast money, drugs, and sex.” It may be that the willingness to work will plummet along with marriage rates, leading to even greater social problems than are now rife among Hispanics. Or it may be that the two contrasting practices will remain on parallel tracks, creating a new kind of underclass: a culture that tolerates free-floating men who impregnate women and leave, like the vast majority of black men, yet who still labor in the noncriminal economy. The question is whether, if the disposition to work remains relatively strong, a working parent will inoculate his or her illegitimate children against the worst degradations that plague black ghettos.

From an intellectual standpoint, this is a fascinating social experiment, one that academicians are—predictably—not attuned to. But the consequences will be more than intellectual: they may severely strain the social fabric. Nevertheless, it is an experiment that we seem destined to see to its end. Tisha Roberts, a supervisor at an Orange County, California, institution that assists children in foster care, has given up hope that the illegitimacy rate will taper off. “It’s going to continue to grow,” she says, “until we can put birth control in the water.”

Iowa: Israelis Arrest a Man Wanted on Immigration Charges

A former poultry production manager at a kosher slaughterhouse in Postville has been arrested in Israel, where prosecutors say he fled after federal agents arrested 389 illegal immigrants at the Agriprocessors meatpacking plant in the city. The United States Attorney’s Office in Cedar Rapids said prosecutors would seek the return of the man, Hosam Amara, 46, so that he could face charges of harboring illegal immigrants. Israeli authorities acting on an American extradition request arrested Mr. Amara on March 31.

In a move that will send shock waves across North Carolina, Senator Bob Rucho (R-Mecklenburg) has hired Matty Lazo-Chadderton who is a member of the illegal alien amnesty supporting groups La Raza and El Pueblo to help redraw Senate districts which will be used to elect lawmakers for the next ten years.



Matty Lazo-Chadderton also served as one of Democratic leader Marc Basnight's top tier employees, before Republicans displaced the Democrats in the NC Senate for the first time in 130 years in 2011. She was Basnight's Director of Hispanic/Latino Affairs and is currently a Democratic Party precinct chair!



ALIPAC's President spoke out against Lazo-Chadderton's hiring for redistricting during a hearing on redistricting yesterday.



"It is against the public's interest to allow anyone involved in special interests and issue advocacy to have the power to influence redistricting, especially when that person supports radical positions in favor of Amnesty for illegal immigrants," said William Gheen, President of ALIPAC. "The public will be dismayed that they voted for historic change in NC, but find the new boss is the same as the old boss in parts of the Senate."



Several Republican lawmakers were shocked to learn that a top tier employee of Marc Basnight and supporter of El Pueblo and La Raza would be hired by the GOP Leadership in the Senate.



Illegal immigration foes, who had hoped 2011 would be the year that state legislation designed to protect American workers, students, taxpayers, and voters would finally be debated and voted on, will be disappointed that Senator Rucho's actions are backed by Senate President Phil Berger.



William Gheen then spoke with Senator Berger leaving the Senate Chamber and Berger indicated that he supported Senator Rucho's decision.



Senate President Phil Berger recently assigned immigration enforcement bill HB 33 to the Rules Committee, which is where the Democrats always sent bills to die without discussion or votes. The NC Senate Rules Committee is chaired by Senator Tom Apodaca who is a member of the National Hispanic Caucus of State Legislators (NHCSL) which opposes state level immigration enforcement.



A lot of conservative lawmakers at the NC General Assembly have growing concerns about what is happening with the top leadership right now. The hiring of Staff members who engage in highly unprofessional ego trip behavior and who have affiliations with illegal alien amnesty supporting organizations bodes ill for those hoping for improvements in governance under Republicans instead of Democrats.



New Senate district lines may be drawn in a way which harms conservative lawmakers who have supported illegal immigration control bills, while favoring the election of lawmakers more supportive of the La Raza amnesty agenda.



"Most Republican lawmakers do not want amnesty supporting Democratic precinct officers drawing their districts and I hope they will share that concern with Berger and Rucho," said William Gheen. "It breaks my heart to have to share this news with the public. But it appears today that agents supportive of the invasion of America have sway over Senate President Phil Berger, redistricting, and immigration bills, more than the citizens of North Carolina. We must rectify this situation."

The National Council of La Raza (NCLR) is not only one of the wealthiest and most politically powerful militant organizations in the country, it is also notoriously racist and subversive. The group's name, "La Raza," means "The Race," by which they are referring to ethnic Mexicans, or more broadly to "hispanics" or "latinos." And it is quite clear from their decades of vitriolic rhetoric — both spoken and written — that the La Raza activists are trying to engender not only race consciousness amongst hispanic U.S. citizens and Mexican migrants, but also racial militancy and animosity toward "Gringo America."

The NCLR grew out of the La Raza Unida (The Race United) Party and the Southwest Council of La Raza in the late 1960s and early 1970s. The key leaders were Marxist-Leninist followers of Fidel Castro and Che Guevarra.

The radical student group MEChA (Moviemento Estudiantil Chicano de Aztlan), with which NCLR has been closely allied for several decades, is even more explicitly and militantly, having adopted the slogan, "Por La Raza Todo, Fuera de La Raza Nada," which translated means: "For the Race, Everything; Outside the Race, Nothing."

MEChA's founding documents and literature are replete with appeals to "La Raza de Bronce" (The Bronze Race) and condemnation of the "brutal gringo." MEChA, as its name suggests, is also a leading promoter of the radical "reconquista" (reconquest) movement, a plan of to take over the states of California, Arizona, New Mexico, Colorado, and Texas — a region they refer to as "Aztlan" — which they claim was stolen from the "Aztecan" peoples. NCLR provides major financial support to MEChA and many of NCLR's leaders were MEChA leaders in their college days.

NCLR: Agents for the Government of Mexico?

Especially troubling is NCLR's leading role in the Fundacion Solidaridad Mexicano Americana (Foundation for Mexican-American Solidarity, FSMA), an organization founded and funded by the government of Mexico and directed by the Mexican Ministry of Foreign Affairs and Ministry of Public Education. Both of these ministries have been engaged in efforts aimed at demanding full political rights for illegal aliens in the U.S. and indoctrinating America's Hispanic population in radical, racist La Raza ideology.

Police find 11 decapitated bodies in Mexico

Police in southern Mexico found two piles of decapitated bodies containing the remains of 11 men on Thursday.

Photos of the crime scene showed headless corpses stacked on top of one another in a field outside the city of Merida. Some of the bodies had tattoos and were jumbled amid blankets and tarps.

The heads were not immediately found.

It appeared to be the largest single group of beheadings in recent years in Mexico. The tactic has become more frequent in gangland-style killings, and the largest previous instance of decapitations occurred in 2006, when gunmen tossed five human heads into a bar in central Mexico.

The federal attorney general's office confirmed there were 11 dead and it was taking over the investigation — a move that usually indicates a case involves high-calibre weapons or drug trafficking, both federal offences.

Merida, located on the Yucatan Peninsula, had largely been spared the drug-gang violence afflicting many other Mexican cities.

MEXICO CITY — The sickening discovery this week of 11 headless bodies heaped like broken dolls near the colonial city of Merida underscored a bitter lesson for Mexico: The battle to control the multibillion-dollar drug trade knows no boundaries.



The bodies are piling up nationwide, even in normally tranquil and touristy spots such as Merida, not far from the Maya ruins of Chichen Itza.



During a seven-day period ended Friday, more than 130 people died violently throughout the country. Headless bodies turned up in four states, including Baja California.



The Yucatan peninsula, strategically close to smuggling routes through Central America, tallied 12, after another decapitated body was found a few hours later Thursday about 80 miles east of the carnage near Merida.



Mexico's drug wars used to play out mainly in smuggling battlegrounds along the U.S. border, such as Tijuana and Ciudad Juarez. But a crackdown launched 21 months ago by President Felipe Calderon has exacerbated feuding among drug traffickers for control of smuggling routes.



As a result, the country convulses with daily violence that shows a new and disturbing geographic reach and viciousness.



"The bottom line is you've got a major internecine battle, a kind of civil war among drug cartels," said Bruce Bagley, a security and drug-trafficking expert at the University of Miami. "It has intensified because the stakes are high. There's a great deal of money to be made."



But traffickers are keenly aware of the psychological effect on enemies and ordinary Mexicans when they chop off rivals' heads and leave threatening notes with the remains.



Some analysts say tactics such as beheadings, once unheard of in Mexico's drug underworld, are akin to terrorism because part of the goal is to scare civilians so that they will press the government to back off. Calderon has sent 40,000 troops and 5,000 federal police officers into the streets as part of the campaign against organized crime.



"You're sending a signal to the Calderon government, to the police, that you mean business," said Fred Burton, vice president for counter-terrorism at Stratfor, an Austin, Texas-based intelligence firm. " 'This is the result when you don't play ball with us.' "



Last week, the Calderon government announced a broad new blueprint for fighting crime, including better coordination between federal and local authorities, new federal prisons, improved tracking of cellphones and tougher steps against money laundering.



Calderon administration officials said Thursday night that the Yucatan beheadings and other spectacular displays of violence show that arrests and drug seizures have hurt the cartels, prompting them to lash out with increasing savagery.



"They have to respond in a symbolic way that creates uncertainty in the public -- this is what they have been doing during the last months," Atty. Gen. Eduardo Medina Mora said late Thursday during an interview on Mexican television.



Since Saturday, Mexico has tallied at least 136 killings across 18 of its 31 states, according to Mexican news media accounts. They included especially brazen attacks:



* On Thursday, the day the headless bodies were found near Merida, gunmen stormed a house in the Pacific state of Guerrero, killing two women and two girls, ages 8 and 12. Two police officers were ambushed and slain in a gun battle as they raced to the home.



* An armed group battled Mexican troops Wednesday in the central state of Guanajuato. Four gunmen died and two soldiers were wounded.



* Four decapitated bodies turned up Tuesday in Tijuana. Those killings appeared to be linked to a power struggle between drug traffickers who once collaborated as part of the Arellano Felix gang. Headless bodies also were found in Sinaloa and the northern state of Durango.



Two weeks ago, a hit squad killed 13 people, including a 16-month-old boy, at a family gathering in the northern town of Creel, a tourist gateway to the scenic Copper Canyon region.



Hardly a day goes by without new accounts of violence. Unofficial tallies by Mexican news outlets put the death toll from drug violence this year at more than 2,600. By some counts, it has already exceeded the total for 2007, which set a record.



Police officers have died at an alarming rate. The daily Milenio newspaper reported Friday that 71 officers had been slain nationwide in August -- the highest monthly toll since Calderon launched his crime offensive in December 2006.



Some of Mexico's more than 300,000 local and state police officers have been killed by drug hit men while carrying out their duties. But others have worked as hired gunmen for drug smugglers, and become targets of rival gangs. when one gang takes on another.



The violence has left Mexicans increasingly unsettled. They are unnerved by the steady stream of bloody news and pessimistic about the government's odds of winning, polls show. Many Mexicans tend to view the drug killings as largely a matter among criminal gangs, but the violence is increasingly claiming innocents, and showing up in new spots.



The Yucatan peninsula, though part of an important coastal smuggling corridor for cocaine shipped from Colombia, has not traditionally been a place where drug traffickers have battled.



But it has become an increasingly important transit route for narcotics relayed by land from neighboring Guatemala. That, and a growing local market for illegal drugs, has heightened competition for control, Bagley said.



Traffickers have resorted to decapitating rivals during the last two years.



Thursday, a young farmer came upon the heap of bodies, which according to some Mexican news accounts were covered with tattoos and bore signs of torture. Some of the accounts speculated that the killings might have been the work of the Zetas, a group of paramilitary-style hit men for the Gulf cartel who are known for extreme violence.



Gov. Ivonne Ortega Pacheco said in a television interview that anonymous callers had been demanding that authorities remove road checkpoints "and let them work." Ortega said the callers became more menacing about two weeks ago, threatening that bodies would start to turn up.



But Ortega said the roadblocks would remain in place. In a separate broadcast message, she sought to reassure Yucatan's residents.



"Yucatan is a peaceful state of hardworking people," she said. "We can't let any lawbreakers affect our families' tranquillity."



As Ortega spoke, news reports were circulating of the discovery of four bodies, 1,500 miles away in the northern border state of Sonora. Three had been beheaded.

Are They Really?

What’s with the apologies? Goldman Sachs’s Lloyd Blankfein caught his fellow titans by surprise in November, admitting that “we participated in things that were clearly wrong and have reason to regret.” That came less than two weeks after he infuriated pretty much everyone else by declaring that Goldman was “doing God’s work.”

He was not the only banker indulging in the contrition thing. (In March, Bank of America’s Ken Lewis, who presided over the bungled acquisition of Merrill Lynch, issued his own apology and was still pushed out.) Now the former Time Warner chief executive Gerald Levin, who is not even a banker, has plunged into the zeitgeist.

Mr. Levin issued a belated — by a decade — mea culpa for buying AOL and urged others to follow his lead. “I presided over the worst deal of the century, apparently,” Mr. Levin said. “I guess it’s time for those who are involved in companies to stand up and say: You know what, I’m solely responsible for it.”

Wall Street has a lot to apologize for, but contrition would be more convincing if it came with accountability: a resignation or a decision to forswear bonuses and certainly a pledge to stop trying to block desperately needed financial reforms.

Americans come as well equipped to apologize as anybody. Five minutes on the neighborhood playground will confirm that parents still try their best to instill in their children the merits of saying “I’m sorry.”

True contrition is a rare thing in the American corner office, probably because when children become corporate executives they have lawyers who patiently explain how such good manners could get them in trouble in the land of legal liability. In bankers, this is compounded by a sense that they are truly doing God’s work — not merely gambling with taxpayers’ money.

At play here, we suspect, are both tactics and a sense of history. Legend has it that during the reign of King Louis XVI, Marie Antoinette responded to her hungry subjects’ demand for bread by declaring, “Let them eat cake.” In hindsight, an apology might have been a better idea. Mr. Blankfein still has his job.

Banks Prepare for Bigger Bonuses, and Public’s Wrath

Everyone on Wall Street is fixated on The Number.

The bank bonus season, that annual rite of big money and bigger egos, begins in earnest this week, and it looks as if it will be one of the largest and most controversial blowouts the industry has ever seen.

Bank executives are grappling with a question that exasperates, even infuriates, many recession-weary Americans: Just how big should their paydays be? Despite calls for restraint from Washington and a chafed public, resurgent banks are preparing to pay out bonuses that rival those of the boom years. The haul, in cash and stock, will run into many billions of dollars.

Industry executives acknowledge that the numbers being tossed around — six-, seven- and even eight-figure sums for some chief executives and top producers — will probably stun the many Americans still hurting from the financial collapse and ensuing Great Recession.

Goldman Sachs is expected to pay its employees an average of about $595,000 apiece for 2009, one of the most profitable years in its 141-year history. Workers in the investment bank of JPMorgan Chase stand to collect about $463,000 on average.

Many executives are bracing for more scrutiny of pay from Washington, as well as from officials like Andrew M. Cuomo, the attorney general of New York, who last year demanded that banks disclose details about their bonus payments. Some bankers worry that the United States, like Britain, might create an extra tax on bank bonuses, and Representative Dennis J. Kucinich, Democrat of Ohio, is proposing legislation to do so.

Those worries aside, few banks are taking immediate steps to reduce bonuses substantially. Instead, Wall Street is confronting a dilemma of riches: How to wrap its eye-popping paychecks in a mantle of moderation. Because of the potential blowback, some major banks are adjusting their pay practices, paring or even eliminating some cash bonuses in favor of stock awards and reducing the portion of their revenue earmarked for pay.

Some bank executives contend that financial institutions are beginning to recognize that they must recalibrate pay for a post-bailout world.

“The debate has shifted in the last nine months or so from just ‘less cash, more stock’ to ‘what’s the overall number?’ ” said Robert P. Kelly, the chairman and chief executive of the Bank of New York Mellon. Like many other bank chiefs, Mr. Kelly favors rewarding employees with more long-term stock and less cash to tether their fortunes to the success of their companies.

Though Wall Street bankers and traders earn six-figure base salaries, they generally receive most of their pay as a bonus based on the previous year’s performance. While average bonuses are expected to hover around half a million dollars, they will not be evenly distributed. Senior banking executives and top Wall Street producers expect to reap millions. Last year, the big winners were bond and currency traders, as well as investment bankers specializing in health care.

Even some industry veterans warn that such paydays could further tarnish the financial industry’s sullied reputation. John S. Reed, a founder of Citigroup, said Wall Street would not fully regain the public’s trust until banks scaled back bonuses for good — something that, to many, seems a distant prospect.

“There is nothing I’ve seen that gives me the slightest feeling that these people have learned anything from the crisis,” Mr. Reed said. “They just don’t get it. They are off in a different world.”

The power that the federal government once had over banker pay has waned in recent months as most big banks have started repaying the billions of dollars in federal aid that propped them up during the crisis. All have benefited from an array of federal programs and low interest rate policies that enabled the industry to roar back in profitability in 2009.

This year, compensation will again eat up much of Wall Street’s revenue. During the first nine months of 2009, five of the largest banks that received federal aid — Citigroup, Bank of America, Goldman Sachs, JPMorgan Chase and Morgan Stanley — together set aside about $90 billion for compensation. That figure includes salaries, benefits and bonuses, but at several companies, bonuses make up more than half of compensation.

Goldman broke with its peers in December and announced that its top 30 executives would be paid only in stock. Nearly everyone on Wall Street is waiting to see how much stock is awarded to Lloyd C. Blankfein, Goldman’s chairman and chief executive, who is a lightning rod for criticism over executive pay. In 2007, Mr. Blankfein was paid $68 million, a Wall Street record. He did not receive a bonus in 2008.

Goldman put aside $16.7 billion for compensation during the first nine months of 2009.

Responding to criticism over its pay practices, Goldman has already begun decreasing the percentage of revenue that it pays to employees. The bank set aside 50 percent in the first quarter, but that figure fell to 48 percent and then to 43 percent in the next two quarters.

JPMorgan executives and board members have also been wrestling with how much pay is appropriate.

“There are legitimate conflicts between the firm feeling like it is performing well and the public’s prevailing view that the Street was bailed out,” said one senior JPMorgan executive who was not authorized to speak for the company.

JPMorgan’s investment bank, which employs about 25,000 people, has already reduced the share of revenue going to the compensation pool, from 40 percent in the first quarter to 37 percent in the third quarter.

At Bank of America, traders and bankers are wondering how much Brian T. Moynihan, the bank’s new chief, will be awarded for 2010. Bank of America, which is still absorbing Merrill Lynch, is expected to pay large bonuses, given the bank’s sizable trading profits.

Bank of America has also introduced provisions that would enable it to reclaim employees’ pay in the event that the bank’s business sours, and it is increasing the percentage of bonuses paid in the form of stock.

“We’re paying for results, and there were some areas of the company that had terrific results, and they will be compensated for that,” said Bob Stickler, a Bank of America spokesman.

At Morgan Stanley, which has had weaker trading revenue than the other banks, managers are focusing on how to pay stars in line with the industry. The bank created a pay program this year for its top 25 workers, tying a fifth of their deferred pay to metrics based on the company’s later performance.

A company spokesman, Mark Lake, said: “Morgan Stanley’s board and management clearly understands the extraordinary environment in which we operate and, as a result, have made a series of changes to the firm’s compensation practices.”

The top 25 executives will be paid mostly in stock and deferred cash payments. John J. Mack, the chairman, is forgoing a bonus. He retired as chief executive at the end of 2009.

At Citigroup, whose sprawling consumer banking business is still ailing, some managers were disappointed in recent weeks by the preliminary estimates of their bonus pools, according to people familiar with the matter. Citigroup’s overall 2009 bonus pool is expected to be about $5.3 billion, about the same as it was for 2008, although the bank has far fewer employees.

The highest bonus awarded to a Citigroup executive is already known: The bank said in a regulatory filing last week that the head of its investment bank, John Havens, would receive $9 million in stock. But the bank’s chief executive, Vikram S. Pandit, is forgoing a bonus and taking a salary of just $1.
