Senate Immigration subcommittee hearing on S. 1814, the AGJOBS Act - May 4, 2001

Cecilia Munoz - Vice President, National Council of LaRaza Ms. Munoz said that LaRaza opposes S. 1814 and "continues to side with the experts in government and in the private sector who have studied and found that there is still no shortage of work-authorized farmworkers, but a shortage of decent jobs and decent pay." Ms. Munoz said the bill would remove what small protections there are for farmworkers in current law and lower their wages. She also said LaRaza opposes the "legalization" provisions of the bill because most farmworkers would be unable to meet the requirements necessary to receive Green Cards. Instead, she proposed allowing illegal agriculture workers to become immediately eligible for permanent legal residency. However, she said LaRaza could not support S. 1814 even with this immediate legalization. She instead encouraged Congress to pass "pro-immigrant" legislation this year, such as an amnesty for illegal aliens in the country before 1986 and restoring the Section 245(i) program, which allows illegal aliens to remain in the country and adjust status by paying a $1,000 fee.

...Other amnesty supporters have gone farther, challenging the very concept of amnesty and seeking to legitimize illegal immigration. Rep. Luis Gutierrez (D., Ill.), for instance, rejects the concept altogether: "Amnesty - there's an implication that somehow you did something wrong and you need to be forgiven." Cecilia Munoz of the National Council of La Raza makes the same point in a more sophisticated fashion; the word "conveys a sense of forgiving someone for a crime," she says, when in fact, crossing the border illegally is a civil offense, not a criminal one. A quick look at Title 8, Section 1325 of the U.S. Code shows this to be false: Illegal entry into the United States is a misdemeanor on the first offense, and a felony afterward.

Immigration Sweep Nets 83 Arrests in 2 Days

The office of an Arizona sheriff known for his efforts against illegal immigrants has arrested 83 people during a two-day crime sweep targeting illegal immigrants.

Of those arrested, the Maricopa County Sheriff's Office said Saturday that 68 were illegal immigrants. Those who were not illegal immigrants were arrested for crimes including drug possession and theft.

The sheriff's office seized 725 pounds (330 kilograms) of marijuana and some methamphetamine during the operation, which ended Friday. It was the office's 18th such sweep.

Sheriff Joe Arpaio says his office's 17 previous sweeps resulted in more than 1,000 arrests. He says a recent rise in the number of human smuggling arrests prompted another sweep.

Americans are being treated to welcome entertainment during the dog days of summer as we watch the Democrats wring their hands over Barack Obama's tone-deafness about political reality. Their despair about Obama is so painful that they are even calling on George W. Bush to come back and rescue Obama from his own mistakes.



The Democrats are reluctant to admit the truth that Obama is not a smart politician (like Bill Clinton, for example). Obama is a radical ideologue determined to "transform" America into the socialist mold, regardless of voter retaliation against Democratic candidates.



Let's tick off the issues where Obama staked out his lonely position at the same time public opinion polls showed the majority of Americans lining up on the other side. Obama's determination to achieve "change" doesn't include obeying the wishes of We the People.



Take ObamaCare, for example. Ramming it through Congress, overriding regular legislative procedure and the opposition of the American public, he deluded himself into believing that once it became the law of the land, the people would dutifully support it.



But they didn't. Even after passage, the Rasmussen survey reports this month that 66% favor repeal of the Health Control Law, and 50% say repeal will benefit the economy.



On Aug. 3, 71% of voters in Missouri, the bellwether state, approved a referendum to invalidate any ObamaCare mandate to force individuals to buy health insurance. The same week, a federal judge ruled that Virginia may proceed with its lawsuit to overturn ObamaCare's mandate on individuals to buy insurance.



The Democrats had hoped they could postpone Obama's commitment to Hispanic voters until after the 2010 elections by tucking the contentious immigration issue under the rug this year. But then Obama brought the immigration issue front and center by filing suit against the Arizona law.

Then there's the matter of building the mosque on the ground near the 9/11 attack on New York City. Obama supports it, even though 61% of Americans are against it.



The mosque raises another festering issue. The Pew Research Center reports that 18% (one in five Americans) think Obama is a Muslim, and Time magazine puts that figure at 24%. The number of people who think Obama is a Christian is in a free fall, and 43% don't know his religion.



Obama's Arabic Accent



Rush Limbaugh reminded us of Obama's statement quoted in the New York Times that the Muslim call to prayer is "one of the prettiest sounds on Earth" and that he recited it with a first-rate Arabic accent. The translation of the prayer call is "Allah is supreme. Allah is supreme. Allah is supreme. I witness that there is no god but Allah."



Obama chose the most left-wing Supreme Court justice in history, Elena Kagan. He ignored the Gallup poll showing that 42% of Americans wanted a new Supreme Court justice who would move the court in the conservative direction, while only 27% wanted it to move more liberal.



Obama is even pressing for "card check," one of his many payoffs to the unions, even though 61% of Americans oppose this, according to Voter Consumer Research. Card check would make it easier for unions to organize workplaces by getting rid of the secret ballot.



Obama is still pushing cap-and-trade, which the voters have dubbed "cap and tax" because it will make electricity and all kinds of energy cost every American thousands of dollars a year. CNN reports that 51% of Americans oppose it, and Democratic congressional incumbents who voted for it in the House last year are finding it a big negative in their 2010 campaigns.



Obama is still unwilling to face up to the American people's opposition to his economic policies of big spending, higher deficits, staggering debt and redistribution of wealth. According to a Rasmussen survey, less than one in five voters are willing to pay more taxes to lower the federal deficit because they believe we are already overtaxed.



More than 8 in 10 Americans believe the deficit is the result of overspending, not a lack of tax revenue. And 58% believe that if Obama and Congress raise taxes to reduce the deficit, they will just spend the money on new government programs.



When Gallup asked Americans to name the greatest threat facing our country, the national debt tied with terrorism as the top choice. No wonder Zogby reports that 52% of Americans say Obama's change has made the country worse.

Obama Proposes Cuts to Important Immigration Enforcement Programs

On February 1, President Obama released the details of his Fiscal Year (FY) 2011 Budget Request, which seeks to cut funding for important immigration enforcement programs. (See The President’s Budget Message, February 1, 2010). Specifically, the president’s budget would slash funding for the Secure Border Initiative; cut funding for US-VISIT; and cut 180 agents from the Border Patrol. The president’s proposed budget also proposes to merely maintain funding for the critically underfunded State Criminal Alien Assistance Program (SCAAP).

The Secure Border Initiative (SBI) “is a comprehensive, multi-year plan to help secure America’s borders” through fencing, infrastructure, and technology. (CBP Factsheet). SBI is a critical element of the larger DHS-CBP effort to increase border security, which includes construction of the border fence. Last year, Congress approved $800 million to fund SBI through FY2010. President Obama is requesting only $574 million for this program in his FY2011 budget, a $226 million cut. (FY2011 Budget Request Appendix: DHS).

US-VISIT, or United States Visitor and Immigrant Status Indicator Technology, is an entry-exit tracking program that collects information, including biometric identifiers, on foreign nationals attempting when they enter the United States. This information is then used to, among other things, determine whether foreign nationals should be denied entry and whether exiting aliens have overstayed or otherwise violated the terms of their admission. According to a Government Accountability Office (GAO) report released in November 2009, the Department of Homeland Security (DHS) does not have a unified schedule to completely implement a comprehensive exit function for US-VISIT, and it is difficult to determine when and how US-VISIT will be completed. (GAO Report, November 2009). Despite this failure to complete implementation, President Obama has proposed a $39 million cut to US-VISIT, from $374 million in FY2010 to $335 million in FY2011. (FY2011 Budget Request Appendix: DHS).

In addition, President Obama’s budget provides for a reduction of 180 Border Patrol agents. According to Acting DHS Chief Financial Officer Peggy Sherry, the administration does “not believe the 180 personnel reduction will in any way reduce the overall operating effectiveness of the Border Patrol because over the past five years, the Border Patrol has doubled in size.” Sherry continued: “A lot of the agent workforce, the substantial portion of it, has only a couple of years experience. As they become more seasoned and more mature in their jobs, their effectiveness will increase.” (See DHS Conference Call Transcript).

The administration has also requested only $330 million for SCAAP – a federal program administered through the Department of Justice that helps states pay for the incarceration of criminal aliens. (FY2011 Budget Request: DOJ). Congress recently cut the annual funding level for SCAAP from $400 million in FY2009 to $330 million in FY2010. (See FAIR’s Legislative Update, December 22, 2009). This cut drew significant criticism from border state Governors Rick Perry (R-TX) and Arnold Schwarzenegger (R-CA), yet through his request, President Obama suggests that he wants to make it permanent. (Id.).

Although President Obama’s budget is a significant barometer reflecting his policies and priorities, it represents simply a funding request to Congress. Congress has the true power to appropriate money and can choose to wholesale adopt, modify, or reject the President’s budget request. As Congress and the administration negotiate the complicated budgeting and appropriations process over the coming months, stay tuned to FAIR for in-depth analyses of important immigration-related funding decisions.

The nativist CNN reporter Lou Dobbs estimates that there are over 200,000 "Anchor Babies" born every year whereas George Putnam, a radio reporter, says the figure is closer to 300,000. La Voz de Aztlan believes that the number is approximately 500,000 "Anchor Babies" born every year.

My commute to work exceeds fifty miles but it gives me time to reflect. It is 1987 and I am an obstetrical nurse working in the crowded San Fernando Valley of California. Tonight I drive to my job in "Labor and Delivery," knowing the scenario before I arrive. Eight other nurses will battle through the night in this very busy obstetrical unit. Our patients are 99 percent pregnant illegal alien women who have broken United States immigration law to birth an American citizen child.

This will be their families' entry ticket into the United States. For them, no pesky visa applications and no waiting in line for several years like so many millions that enter this country through the front door. Pregnant Third World women have discovered that the only thing they have to do is cross the U.S.--Mexico border. The Fourteenth Amendment is their ticket.

The Fourteenth Amendment: It's a simple document, a constitutional amendment drafted after the Civil War to assure that newly emancipated black slaves would never be denied citizenship by the States. The drafters had no idea that years later it would be used to make a mockery of our immigration laws. Alan Wall, an American journalist living in Mexico states, "An illegal alien can cross the border, have a baby five minutes later, and that baby is automatically declared a citizen of the USA automatically."

The illegal aliens don't have to go through any legal doors. They are exempt from that. They are, in fact, rewarded for disobeying U.S. laws by having their children granted automatic citizenship. In addition, the happy family is entitled to welfare benefits. And, illegal alien parents who have children born in the U.S. are seldom deported. That's why their children are called "anchor babies" - they anchor their families securely in the USA.

It doesn't have to be this way. Most European countries have done away with birthright citizenship because they experienced the same abuses we are seeing. The Irish Supreme Court recently ruled that immigrant parents could be deported even if they have an Irish child. "It was becoming common for 'single pregnant woman' to come to Ireland from countries outside the 15-nation EU, most frequently from Nigeria, to claim political asylum," states Shawn Pogatchnik, AP writer. Ireland saw a wave of immigration abuse and promptly put a stop to it. Recently, the Irish voted to end birthright citizenship. Britain and Australia both changed their citizenship laws in the 1980's for the same reasons. If you are born in Switzerland you will not automatically become a Swiss citizen. Why should Americans allow our country to be invaded by people who do not honor allegiance to our laws?

Allegiance is the key word. Senator Jacob Howard, co-author of the citizenship clause of the 14th Amendment, stated in 1866, "Every Person born within the limits of the United States, and subject to their jurisdiction, is by virtue of natural law and national law a citizen of the United States. This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons."

The Fourteenth Amendment states,"(A) Persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States." However a proviso limits foreigners who have babies in America. It couldn't be clearer, children of foreigners, aliens or diplomats, who are subject to the jurisdiction of their home country, are ineligible for citizenship. At the time the Fourteenth Amendment was ratified we didn't have immigration laws. One hundred and thirty eight years later we are paying for the misinterpretation of it.

Congress has the power to step in and correct this wrong, but don't hold your breath. There have been several bills dealing with this issue and most have died in committee. Except for a few brave individuals like Tom Tancredo of Colorado and Rep. Goode of Virginia, there isn't enough chutzpah on Capital Hill to fill a thimble. Where are the Thomas Jefferson's and Ben Franklin's when we need them? An important case, Hamdi vs Rumsfeld was recently heard by the U.S. Supreme Court. Yaser Hamdi was captured during the Afghanistan war fighting for the Taliban. It was later learned that he had been born in Louisiana to Saudi nationals when his father was employed as a chemical engineer on a work visa. The family subsequently moved back to Saudi Arabia where Hamdi was raised. Hamdi sued the U.S. government for holding him in a Navy stockade for two years. He demanded full rights of U.S. citizenship since by accident he happened to be born here. The U.S. government wanted Hamdi charged as a non-combatant and denied due process. Rumsfeld representing the U.S. government didn't raise this issue because he wanted to end birthright citizenship but other groups saw the possibility to finally challenge this fatal flaw in our immigration law that is wrecking havoc on our country.



One such group, Friends of Immigration Law Enforcement, submitted a 'friend of the court' or Amicus brief. They asked the Supreme Court to address the issue of whether Hamdi should be considered an American citizen at all, since at the time of his birth his parents were foreign nationals with no fealty to this nation.



The decision came down this week and just like the rest of the elite establishment in this country the U.S. Supreme Court ignored the issue of birthright citizenship except for a brief statement by Justices Scalia and Stevens stating Hamdi was a "presumed American citizen." Anchor Babies Grab One Quarter of Welfare Dollars in LA Co



The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.



The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.



"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

PHOENIX – The state senator in Arizona who wrote the nation's toughest law against illegal immigrants said Tuesday he's collecting support across the country from legislators to challenge automatic U.S. citizenship to the children of illegal immigrants.



Arizona state Sen. Russell Pearce's target is the 14th Amendment, but it is unclear how the state lawmaker can or will influence a federal statue.



"This is a battle of epic proportions," Pearce said Tuesday during a news conference at the Arizona Capitol. "We've allowed the hijacking of the 14th Amendment."



Pearce declined to say how the legislation will differ from similar measures that have been introduced in each two-year congressional session since 2005. None of them made it out of committee.



He and another Arizona lawmaker did argue that wording in the amendment that guarantees citizenship to people born in the U.S. who are "subject to the jurisdiction" of this country does not apply to the children of illegal immigrants because such families don't owe sole allegiance to the U.S.



The efforts by Pearce and the other lawmakers come amid calls to change the U.S. Constitution's 14th Amendment. Supporters cite costs to taxpayers for services provided to illegal immigrants and their children.



Changing the Constitution is difficult.



It requires approval by two-thirds majorities in both chambers of Congress, an impossibility now because Democrats have the majority in both houses and most oppose such a measure. Even if Republicans gain power in November and legislation is passed, an amendment would still need to be ratified by three-fourths of the states.



Paul Bender, a constitutional law professor at Arizona State University, said if the lawmakers focus their argument on the "subject to jurisdiction" wording, they won't get very far because the founders only meant it to apply to the children of foreign diplomats born in the U.S.



"If the British ambassador and his wife have a child in the U.S., that child is not a citizen because he is not subject to the jurisdiction of the U.S. We cannot put him in jail, we cannot even give him a parking ticket," Bender said.



The 14th Amendment "could have easily have said you're a citizen if you owe your allegiance, but our Constitution doesn't say that," he said. "It says if you're born here, and you're not a diplomat's child, then you become a citizen, and that's the way its been for 100 years."







Carlos Galindo-Elvira, vice president of Valle del Sol, a Phoenix group that provides social services to community members and advocates for immigrants, said Pearce's interpretation of the amendment is an effort to "legitimize bullying babies."



He also questioned why lawmakers would focus on this issue rather than the country's economic woes and high unemployment rate. "All it does is split the country," he said.



Pennsylvania state Rep. Daryl Metcalfe, the founder of a national group of legislators critical of illegal immigration, said the 14th Amendment "greatly incentives foreign invaders to violate our border and our laws." He had a news conference Tuesday in Harrisburg, Pa., on the multistate endeavor.



The effort could run afoul of the language in the 14th Amendment and lead to a court battle over the constitutionality of the law. But Metcalfe said providing birthright citizenship to children of illegal immigrants is an "ongoing distortion and twisting" of the amendment.



Metcalfe's office said lawmakers in at least 12 other states besides Arizona and Pennsylvania said they were making their own announcements about working on the citizenship legislation. Those other states: Alabama, Delaware, Idaho, Indiana, Michigan, Mississippi, Montana, Nebraska, New Hampshire, Oklahoma, Texas and Utah.



Pearce was the main sponsor of a tough new Arizona law that would require police enforcing other laws to question people about their immigration status if there's reason to suspect they're in the U.S. illegally. It was to go into effect this summer, but a judge put on hold key provisions pending the resolution of a legal challenge.



Pearce also was the chief sponsor of a 2007 state law targeting employers who knowingly hire illegal immigrants.



Arizona Gov. Jan Brewer, who signed the 2010 law and who is championing the state's legal defense of it against a court challenge mounted by the U.S. Justice Department, was noncommittal when asked whether lawmakers should approve legislation on citizenship.



However, Brewer said she was "always concerned" by the possibility of involving the state in a court fight. "No one wants to be in court. No one wants to be fighting the federal government," she said.

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.

The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.

Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.

That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.

About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co



The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.



The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.



"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

Chicago City Council Urges Feds to Halt Deportations

Last Thursday, the Chicago City Council unanimously adopted a resolution asking the federal government to halt deportations of illegal aliens. (ABC News, Jan. 13, 2011) Specifically, the resolution urged President Obama to use his executive powers to call an immediate end to the deportation of illegal workers whose families contain either a U.S. citizen or an individual who would be eligible for a stay of deportation or conditional resident status under the failed DREAM Act. (Chicago Sun-Times, Jan. 14, 2011)

During debate of the resolution, the council members (called “aldermen”) called the deportation of illegal aliens “inhumane” and likened the enforcement of federal immigration laws to U.S. Marshalls tracking down fugitive slaves during the Civil War. (Id.) Alderman Edward M. Burke of Chicago’s 14th Ward commented at a City Hall Press Conference the day the resolution passed, “It is just unfathomable that the federal government persists in this cruel and unusual punishment to innocent members of our society….If Illinois can have a moratorium on the death penalty, the U.S. ought to have a moratorium on these cruel deportations.” (Id.)

Alderman Roberto Maldonado of the 26th Ward used the resolution as an opportunity to criticize President Obama for increasing the number of deportations over that of the Bush Administration. “This is the president [who] promised the Latino community and the immigrant community that he was gonna send a bill for immigration reform within the first 90 days of his administration. He’s just about to embark on his re-election campaign for his second term, and we’re still waiting.” (Id.)

The Chicago City Council’s resolution comes a day after Illinois lawmakers raised the State’s income tax by about 66 percent in an effort to balance the state budget. (NY Times¸ Jan. 12, 2011) Illinois has a current deficit of about $13 billion, $8 billion of which is partially attributable to unpaid bills to Illinois social service agencies. (Id.) The Senate is set to vote on a controversial immigration bill. If it fails, Rep. Luis Gutiérrez tells Bryan Curtis he’s prepared to ditch Obama and the Democrats—and take the movement to the streets.

It’s zero hour for the DREAM Act, a bit of immigration legislation that has taken on a hulking importance among Hispanic leaders. For two years, Barack Obama failed—or, if you prefer, refused—to nudge along a major immigration bill. The last-ditch hope is that departing Democrats, and a few Republicans, somehow band together in the lame-duck session and pass a law allowing illegal immigrants who came to the United States as minors to gain citizenship. Harry Reid promised to bring up the bill for a Senate cloture vote this week. Republicans vowed to scuttle it, just as they did in September.

But as Chicago congressman Luis Gutiérrez prepares for a rally at a church in Brooklyn a few weeks before the vote, the DREAM Act seems like the end of his interest in congressional gamesmanship rather than the start. Gutiérrez is one of several Hispanic leaders who have found themselves politically estranged from the president. Moreover, they are numbed by the legislative process that denied them a vote on immigration reform, much less a victory, when Democrats controlled both houses of Congress. “If we couldn’t do it when Democrats were nearly 260 in the House and 59 in the Senate, how do we propose to tell people we can do it now?” Gutiérrez tells me. “The opportunity to have gotten it done is gone.”

The DREAM Act, Gutiérrez says, is for now his final legislative maneuver. He’s finished waiting for the mythical 60th vote to materialize in the Senate. No, when the lame duck ends, Gutiérrez and his movement allies will ask for a divorce—from the Democratic Party, from the entire lawmaking process. To hear Gutiérrez tell it, Hispanic leaders are about to stage a full-tilt campaign of direct action, like the African-American civil-rights movement of the 1960s. There will be protests, marches, sit-ins—what César Chávez might have called going rogue. The movement will operate autonomously, no longer beholden to wavering Democrats, filibustering Republicans, and—perhaps most tantalizingly—no longer beholden to Barack Obama.

Gutiérrez, 56, is a wiry, handsome man whose childlike features mask his penchant for roaring oratory. He is a master of the bilingual stemwinder, toggling between English and Spanish in alternating sentences, judo-chopping his applause lines. A recent Pew Hispanic Center poll named Gutiérrez as the second-most important Latino leader in America, behind only Supreme Court Justice Sonia Sotomayor. As we speak in a room inside St. Brigid’s Church, a Mexican-Dominican-Ecuadorean congregation in Brooklyn, journalists from New York’s Spanish-language papers pry open the door to peek at us. They look at me and give me the cut sign across the neck so that they, too, can get a word with Gutiérrez.

If Gutiérrez is leaving the legislative process behind, the move will follow a long and strange odyssey. Gutiérrez has been attempting to write reform legislation since the Bush administration. (George W. Bush, like Obama, supported immigration reform.) The election of a longtime ally who promised to push for reform within one year of taking office seemed to offer new hope.

But after the deadline expired, Hispanic leaders began to look at Obama less as an ally than an antagonist. In January, President Obama devoted only a single sentence of his State of the Union to immigration reform, when many reform advocates expected it to be a centerpiece of the speech. In the spring, after Obama excluded illegal immigrants from a provision of the Affordable Care Act, Gutiérrez blasted him in an op-ed. “Barack Obama has delivered ‘change,’” he wrote. “It’s been a change for the worse.” In a move to ratchet up pressure on Obama, Gutiérrez got himself arrested outside the White House at a May rally.

In September, Gutiérrez met with Obama in the Oval Office. Immigration reform still hadn’t budged, but he was thinking big. “Let’s do comprehensive in the lame duck,” Gutiérrez recalls telling Obama. “It’ll be our last chance, Mr. President. Because if things are bad now, imagine what it’s going to be like with new Republicans coming in, Tea Party, the Senate…” The key word here is “comprehensive.” Gutiérrez was suggesting that Obama bypass piecemeal reform like the DREAM Act and go for the whole enchilada—a path to citizenship for the country’s 11 million illegal immigrants. According to Gutiérrez, Obama agreed then to push a comprehensive plan in the lame duck. (The White House wouldn’t comment on the conversation.)

As the election neared, Gutiérrez was bent on holding the president to his word. On October 30, he collared Obama on the O’Hare tarmac as he stepped off the plane for a rally. Gutiérrez told the president he wanted to meet right after that Tuesday’s election to plot strategy. Obama apologized and said he couldn’t make it—he was off on a scheduled 10-day trip to Asia.

“We lost two weeks, which is probably half of the lame duck,” Gutiérrez laments now. In the push for immigration reform, it was a typically baffling setback. Gutiérrez and his allies shelved their grand plans and decided to make a play for the DREAM Act instead.

“It’s what we call Plan B,” says Jorge Ramos, a news anchor for the Spanish-language network Univision and an advocate for reform. These days, Ramos—who finished two spots behind Gutiérrez in the Pew survey of Latino leaders—speaks with the same wariness of the legislative process as the congressman. For it was Ramos, back in 2008, who extracted the promise from Obama to push immigration reform within one year.

“The real story behind everything has to be that we missed a great opportunity to have immigration reform approved when Barack Obama and the Democrats had true control of both chambers,” says Ramos.

“I think Hillary Clinton was right,” he adds. “When she was running for president, she said that immigration reform needed to be done during the first 100 days. Of course, she didn’t win and that didn’t happen, and look where we are right now.”

“If we couldn’t do it when Democrats were nearly 260 in the House and 59 in the Senate, how do we propose to tell people we can do it now?” Gutiérrez says. “The opportunity to have gotten it done is gone.”

None of this is to say Latino voters have dumped Obama. “The honeymoon is not quite over,” says Fernand Amandi, the managing partner of the polling firm Bendixen & Amandi. A June Gallup poll showed Obama down more than 10 points among Hispanics. But as the midterms neared, the immigrant salvos of candidates like Jan Brewer and Sharron Angle made the president seem more appealing to Hispanic voters. If Obama had once looked like the hesitator-in-chief, next to Brewer and Angle he looked like César Chávez. Hispanics voted overwhelmingly for Democrats.

This, then, is the dilemma for Hispanic leaders: They find themselves wedded to a president and a party that is their only conceivable hope to pass immigration reform. But the president and the party—because of the GOP, or because of internal priorities—could not pass immigration reform.

Which brings us to the divorce. “I haven’t thought this out completely,” Gutiérrez says in the church. Then he begins tentatively spelling out a plan to sever the immigration-reform movement from the Democrats.

“We need to decouple the movement for comprehensive immigration reform and justice for immigrants from the legislative process and from the Democratic Party process,” Gutiérrez says. “They are too linked.”

“When black people in this country decided they were going to fight for civil rights and for voting rights, they didn’t ask if the majority leader was with them and when they were going to tee up the bill. They said, ‘We’re sitting where we need to sit on the bus! We’re integrating this counter! We’re going to march!'”

Gutiérrez is pacing around the room and his voice is rising. “Their actions propelled the nation. It’s the way changes are made. Look at John F. Kennedy—he was president. Martin Luther King, I don’t think he was real concerned whether he was going to reelected in 1964.”

This is a pretty radical notion, especially for a sitting congressman. And Gutiérrez is quick to suggest the goals of the Democrats and immigration movement may not jibe. “Is it reelect the president?” Gutiérrez asks. “Is that your priority? Or is it get comprehensive immigration reform? Those things can be in contradiction with one another.”

“The Democratic Party is the party of immigrants. But its leader—in this case, Barack Obama—has to continue to be challenged.”

“I’m not the only one thinking this way,” he adds.

In the broad strokes, the kind of divide Gutiérrez is talking about is not only reminiscent of the African-American civil-rights movement, but the arms-length distance the Chicano Movement kept from the political establishment during most of its late-1960s heyday.

As the rally begins in the sanctuary of St. Brigid’s Church, the extent of the divorce is already becoming clear. A letter is passed around demanding that Obama sign an executive order to stop deportations, one of the acts the president can authorize without Senate approval. “You just need a pen,” the petition reads. Gutiérrez’s dual roles as a powerful legislator and civil-rights leader put him in the crosshairs, too. Some of the students who would become eligible for citizenship under the DREAM Act have tweeted at Gutiérrez, asking him to stop appearing on cable TV on their behalf. When the immigration-reform movement has divorced Gutiérrez, it has truly gone rogue.

Gutiérrez says the moment for direct action to make its mark is now, and over the next several months, before a presidential campaign once again reduces the political world to a binary choice. Until then, Barack Obama will no longer have Luis Gutiérrez and his allies inside the tent raising a ruckus. They will be on the outside holding a sign.

U.S. shifts approach to deporting illegal immigrants

To unclog courts, federal officials shift focus to illegal immigrants who've committed serious crimes

The Obama administration is changing the federal immigration enforcement strategy in ways that reduce the threat of deportation for millions of illegal immigrants, even as states such as Arizona, Colorado, Virginia, Ohio and Texas are pushing to accelerate deportations.



The changes focus enforcement on immigrants who have committed serious crimes, an effort to unclog immigration courts and detention centers. A record backlog of deportation cases has forced immigrants to wait an average 459 days for their hearings, according to an Aug. 12 report by Syracuse University's Transactional Records Access Clearinghouse (TRAC), which analyzes government data.



Among the recent changes:



•Immigration and Customs Enforcement (ICE) Director John Morton ordered agency officials on Aug. 20 to begin dismissing deportation cases against people who haven't committed serious crimes and have credible immigration applications pending.



•A proposed directive from Morton posted on ICE's website for public comment last month would generally prohibit police from using misdemeanor traffic stops to send people to ICE. Traffic stops have led to increased deportations in recent years, according to Jessica Vaughan, director of policy studies at the Center for Immigration Studies, a think tank whose research supports tighter enforcement.



The directive said exceptions would be made in certain cases, such as when immigrants have serious criminal records.



•ICE officers have been told to "exercise discretion" when deciding whether to detain "long-time lawful permanent residents, juveniles, the immediate family members of U.S. citizens, veterans, members of the armed forces and their families, and others with illnesses or special circumstances," Daniel Ragsdale, ICE executive associate director of management, testified July 1 in the administration's lawsuit to block Arizona's controversial immigration law. The law requires police officers to determine the immigration status of suspects stopped for another offense if there was a "reasonable suspicion" they are in the USA illegally. A U.S. district judge has held up the provision pending review.



•A draft memo from ICE's sister agency, U.S. Citizenship and Immigration Service, to Morton discussed ways the administration could adjust regulations so certain groups, such as college students and the spouses of military personnel, could legalize their status or at least avoid deportation if Congress doesn't pass comprehensive immigration reform. USCIS rules on applications for visas, work permits and citizenship. USCIS spokesman Christopher Bentley said the memo was intended to stimulate brainstorming on how to legalize immigrants if new laws aren't passed.



The administration's new direction puts it at odds with those who believe the nation's immigration laws should be strictly enforced and that all illegal immigrants should be deported.



ICE is "thumbing its nose at the law," said Rep. Steve King of Iowa, the top Republican on the House immigration subcommittee.



The changes have also drawn complaints from immigration advocates. They say deportations under Obama are at record highs and immigrants who remain behind are living in limbo, without work permits, Social Security cards or driver's licenses.



"This isn't a free ticket," said Raed Gonzalez, a Houston attorney who saw cases against his clients dropped last month. "The government can put them back into proceedings at any time."



Morton said in an interview that the new strategy is smarter, not softer, enforcement. At a time when more than 10 million people are in the country illegally, record sums are spent on enforcement and the federal budget faces huge deficits, it makes sense to target people who pose the biggest threat to public safety or national security, he said.



"Congress provides enough money to deport a little less than 400,000 people," Morton said. "My perspective is those 400,000 people shouldn't be the first 400,000 people in the door but rather 400,000 people who reflect some considered government enforcement policy based on a rational set of objectives and priorities."



ICE statistics show that deportations have increased dramatically from 189,000 in 2001 to 387,000 in 2009. Much of the increase results from deportations of people who haven't committed serious crimes, according to TRAC.



This year, however, that trend took a sharp turn, according to an Aug. 12 TRAC report.



The number of criminal immigrants removed by ICE "climbed to an all-time high," the report said. In fiscal 2010, which began Oct. 1, "The removal pace of criminal aliens ... is fully 60 percent higher than in the last year of the Bush administration, and at least a third (37%) higher than in the first year of the Obama administration."

UPDATE: ‘Illegal immigrant criminals back on street, thanks to ICE’

Prince William Board chairman Corey Stewart told The Examiner that a top aide at U.S. Immigration and Customs Enforcement admitted to him that ICE has released more than a half million convicted criminal illegal immigrants back into American communities instead of deporting them.

Stewart also says that he is still waiting for information he requested about the whereabouts of some 2,739 criminals convicted in Prince William County since 2007 and sent to ICE for deportation. County police officers have already recaptured 249 of these felons.

Here is ICE’s response, received after deadline Tuesday:

“ICE has been in contact with Virginia law enforcement as well as state and local officials, including Mr. Stewart, on this issue. These officials are aware that ICE is currently in the process of gathering an extensive amount of information in response to their request.

“Once this information is compiled, ICE has offered to give a briefing to Mr. Stewart and his colleagues. ICE has also alerted Virginia officials to the fact that any personally identifiable information they have requested about aliens encountered by ICE in Virginia is protected under the Privacy Act and will be redacted from any materials shared by ICE.”

So the federal agency whose main mission is to enforce federal immigration law is not only releasing convicted criminals who entered the U.S. illegally and victimized American citizens back into local communities, it’s now in the business of protecting the “privacy rights” of these felons and refusing to share “personally identifiable information” with duly elected local officials and law enforcement.

(Bloomberg) -- President Barack Obama is considering naming William Daley, a JPMorgan Chase & Co. executive and former U.S. Commerce secretary, to a high-level administration post, possibly White House chief of staff, people familiar with the matter said.

Such a move, which is still under discussion, would bring a Washington veteran -- and someone with strong business ties -- into the administration as Obama sets out an agenda for the second half of his term while dealing with a Republican majority in the House of Representatives.

Illinois Spends $55 Mil To Insure Illegal Immigrants

A universal children’s health insurance program created by Illinois’ corrupt former governor is covering mostly illegal immigrants and costing taxpayers tens of millions of dollars amid a perplexing $13 billion state budget deficit.

About 75% of the children enrolled in the All Kids Health Care program (also known as KidCare) are illegal aliens and the annual cost of covering them is nearly $55 million, according to a state audit of the 5-year-old insurance program. The findings, issued recently by the Illinois State Auditor General, are detailed in a 14-page report that’s been largely ignored by the mainstream media.

It reveals that two-thirds of the 71,665 children enrolled in the program in 2009 are undocumented immigrants. Illinois taxpayers dished out an astounding $54.9 million to provide them with medical insurance that year alone and there’s no telling what future tabs will be as the enrollees grow.

When former Governor Rod Blagojevich, whose federal corruption trial is set to begin this week, proudly signed legislation to create the insurance program, he assured it would help families who can’t afford health insurance but “are doing everything they’re supposed to do—working hard, paying their taxes.” The program is supposed to be partially funded by low monthly premiums charged to families.

The reality is that the severely mismanaged insurance program keeps paying medical claims when families don’t pay their premiums and many claims are paid after recipients are too old to participate. Additionally, All Kids is only serving about a third of its intended beneficiaries at double the cost estimated by legislators who created it with great fanfare.

Illinois has long offered illegal aliens sanctuary and in fact passed legislation a few years ago restricting employers from verifying whether employees are authorized to work in the United States. Various cities, including Chicago and Addison, forbid law enforcement officers from inquiring about the immigration status of suspected illegal aliens. As a result the state spends more than $3 billion annually on healthcare, education and incarceration for illegal immigrants.

Republicans are moving forward to eliminate one of the most contentious and obvious abuses of the U.S. Constitution: birthright citizenship. This measure was put forward in the 14th Amendment as means of ensuring that former slaves and their children would be American citizens. However, now we see how that Amendment is being twisted as the children of illegal aliens are instantly granted citizenship even though their parents are not Americans and have no intention to be. Something has to give.



As reported by Fox News, “Four Republican lawmakers introduced legislation Thursday that would end automatic granting of American citizenship to children born in the United States to illegal immigrants, arguing “birthright citizenship” is an incentive for illegals to race for the U.S. border.”



Reps. Steve King of Iowa, George Miller of California and Rob Woodall and Phil Gingrey, both of Georgia, said the current practice of extending U.S. citizenship to so-called “anchor babies” is a “misapplication” of the Constitution’s 14th Amendment.



“Passage of this bill will ensure that immigration law breakers are not rewarded, will close the door to future waves of extended family chain migration, and will help to bring an end to the global ‘birth tourism’ industry,” King said.



The move by the legislators is not a constitutional amendment. As noted in the report, “the House legislation would amend Section 301 of the Immigration and Nationality Act to clarify those classes of individuals born in the United States who are nationals and citizens of the United States at birth.”



Of course, liberals are up in arms and are blasting what they call “extremist” legislation. Extremist? Two illegal aliens cross the border to work. They go back to Mexico when work isn’t here. Back and forth. Then, they have a child while in America, and all of a sudden, that child is an American citizen? Come on!



One argument is that you don’t “punish the children” for the sins of the parents. That phrase was even used in the Fox News story in a lead-in to a quote by Janet Murguia, president and CEO of the National Council of La Raza, who said, “These thoughtless and unnecessary proposals take our country in the wrong direction, away from inclusion and our other core American values.” First of all, declaring that the child is a citizen of Mexico (or whatever country) is NOT a punishment. It’s simply stating a fact. Secondly, you certainly don’t reward the children for sins of the parents either.



In a statement released by the bill’s sponsors, Rep. Steve King (R-IA) said that the current situation “creates an incentive for illegal aliens to cross our border.” Rep. Gary Miller (R-CA) summed up the bill this way: “It is unfair to grant birthright citizenship to children of illegal immigrants because it undermines the intention of the Fourteenth Amendment, rewards those that have recklessly broken our nation’s immigration laws, and costs American taxpayers billions annually. By simply closing this loophole, we will save taxpayers billions and reduce the appeal of entering the United States illegally. This bill simply makes sense.”



For interesting reading and the liberal perspective, check out this column by CNN contributor and NPR commentator Ruben Navarrette, Jr. As usual, this liberal’s take on the situation boils down to two facets: 1) Republicans are racists, and/or 2) Republicans are only thinking about politics. Seriously? Can’t we have a discussion about ANY issue without the same old, tired tactics?



In his “8 reasons to leave 14th Amendment alone,” guess what Navarrette states in reason 1? That’s right… “In this country, we don’t visit the sins of the parent onto the child.” Most of his other reasons deal with politics or racism. In reason 3, he does mocks the conservative principle of strict adherence to the Constitution by claiming Republicans want to simply disregard the 14th Amendment. That’s not the case at all. It is clear and obvious to anyone with a brain that the 14th Amendment (which was written to cover the circumstances of freed slaves) is being abused. Again, does it make any sense at all to grant American citizenship to a child of two people who are not citizens and have no plans to be? No.

Illegal immigration is a huge problem for the United States. It costs taxpayers billions of dollars, costs jobs, and leads to violence along the border.



It all comes down to doing what is right as a country. America is the most welcoming country in the world, and we do this through a series of laws. If the laws are being abused, then they need to be changed.

Jose Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons. "The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. "Anchor babies," the author writes, "born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income." In addition, the report says, "many illegal aliens harbor fatal diseases that American medicine fought and vanquished long ago, such as drug-resistant tuberculosis, malaria, leprosy, plague, polio, dengue, and Chagas disease." While politicians often mention there are 43 million without health insurance in this country, the report estimates that at least 25 percent of those are illegal immigrants. The figure could be as high as 50 percent. Not being insured does not mean they don't get medical care. Under the Emergency Medical Treatment and Active Labor Act of 1985, hospitals are obligated to treat the uninsured without reimbursement. "Government imposes viciously stiff fines and penalties on any physician and any hospital refusing to treat any patient that a zealous prosecutor deems an emergency patient, even though the hospital or physician screened and declared the patient's illness or injury non-emergency," says the report. "But government pays neither hospital nor physician for treatments. In addition to the fiscal attack on medical facilities and personnel, EMTALA is a handy truncheon with which to pummel politically unpopular physicians by falsely accusing them of violating EMTALA." According to the report, between 1993 and 2003, 60 California hospitals closed because half their services became unpaid. Another 24 California hospitals verge on closure, the author writes. "American hospitals welcome 'anchor babies,'" says the report. "Illegal alien women come to the hospital in labor and drop their little anchors, each of whom pulls its illegal alien mother, father, and siblings into permanent residency simply by being born within our borders. Anchor babies are citizens, and instantly qualify for public welfare aid: Between 300,000 and 350,000 anchor babies annually become citizens because of the Fourteenth Amendment to the U.S. Constitution: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and the State wherein they reside." Among the organizations directing illegal aliens into America's medical systems, according to the report, are the Ford Foundation-funded Mexican American Legal Defense and Education Fund, the National Immigration Law Center, the American Immigration Lawyers Association, the American Bar Association's Commission on Immigration Policy, Practice, and Pro Bono, the Immigrant Legal Resource Center, the National Council of La Raza, George Soros's Open Society Institute, the Migration Policy Institute, the National Network for Immigration and Refugee Rights and the Southern Poverty Law Center. Because drug addiction and alcoholism are classified as diseases and disabilities, the fiscal toll on the health-care system rises. When Linda Torres was arrested in Bakersfield, Calif., with about $8,500 in small bills in a sack, the police originally thought it was stolen money, explained the report. It was her Social Security lump sum for her disability -- heroin addiction. "Today, legal immigrants must demonstrate that they are free of communicable diseases and drug addiction to qualify for lawful permanent residency green cards," writes Cosman, a medical lawyer, who formerly taught medical students at the City University of New York. "Illegal aliens simply cross our borders medically unexamined, hiding in their bodies any number of communicable diseases." Many illegals entering this country have tuberculosis, according to the report. "That disease had largely disappeared from America, thanks to excellent hygiene and powerful modern drugs such as isoniazid and rifampin," says the report. "TB's swift, deadly return now is lethal for about 60 percent of those infected because of new Multi-Drug Resistant Tuberculosis. Until recently MDR-TB was endemic to Mexico. This Mycobacterium tuberculosis is resistant to at least two major anti-tubercular drugs. Ordinary TB usually is cured in six months with four drugs that cost about $2,000. MDR-TB takes 24 months with many expensive drugs that cost around $250,000 with toxic side effects. Each illegal with MDR-TB coughs and infects 10 to 30 people, who will not show symptoms immediately. Latent disease explodes later. TB was virtually absent in Virginia until in 2002, when it spiked a 17 percent increase, but Prince William County, just south of Washington, D.C., had a much larger rise of 188 percent. Public health officials blamed immigrants. In 2001 the Indiana School of Medicine studied an outbreak of MDR-TB, and traced it to Mexican illegal aliens. The Queens, New York, health department attributed 81 percent of new TB cases in 2001 to immigrants. The Centers for Disease Control and Prevention ascribed 42 percent of all new TB cases to 'foreign born' people who have up to eight times higher incidences apparently, 66 percent of all TB cases coming to America originate in Mexico, the Philippines and Vietnam." Other health threats from illegals include, according to the report: Chagas disease, also called American trypanosomiasis or "kissing bug disease," is transmitted by the reduviid bug, which prefers to bite the lips and face. The protozoan parasite that it carries, Trypanosoma cruzi, infects 18 million people annually in Latin America and causes 50,000 deaths. The disease also infiltrates America's blood supply. Chagas affects blood transfusions and transplanted organs. No cure exists. Hundreds of blood recipients may be silently infected. Leprosy, also known as Hansen's disease, was so rare in America that in 40 years only 900 people were afflicted. Suddenly, in the past three years America has more than 7,000 cases of leprosy. Leprosy now is endemic to northeastern states because illegal aliens and other immigrants brought leprosy from India, Brazil, the Caribbean and Mexico. Dengue fever is exceptionally rare in America, though common in Ecuador, Peru, Vietnam, Thailand, Bangladesh, Malaysia and Mexico. Recently, according to the report, there was a virulent outbreak of dengue fever in Webb County, Texas, which borders Mexico. Though dengue is usually not a fatal disease, dengue hemorrhagic fever routinely kills. Polio was eradicated from America, but now reappears in illegal immigrants as do intestinal parasites, says the report. Malaria was obliterated, but now is re-emerging in Texas. The Journal of American Physicians and Surgeons report includes a strong prescription for protecting the health of Americans: Closing America's borders with fences, high-tech security devices and troops. Rescinding the U.S. citizenship of "anchor babies." Punishing the aiding and abetting of illegal aliens as a crime. An end to amnesty programs.

Mexico Promotes Free U.S. Healthcare For Illegal Immigrants



Time to wake up people! With unemployment at 12% and the state going broke, our tax dollars are going to pay for healthcare for hundreds of thousands of illegal aliens. To the tune of over a billion dollars a year!





Mexico's government operates programs in about a dozen American cities that refers its nationals--living in the U.S. illegally--to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.



The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws.



Chicago, Houston, Los Angeles, San Diego and Indiana are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. In Los Angeles County alone, illegal immigrants cost taxpayers nearly $440 million in health services annually and a whopping $1.1 billion statewide.



The Mexican consul in Los Angeles proudly announced that nearly 300,000 Mexicans in the area have benefited from his government's health referral program, which he says actually saves the county money by encouraging immigrants to seek preventive care rather than waiting for more expensive emergency treatment.



The Southern California operation promises to assess "consulate clients" for eligibility to government-funded health insurance and other primary care services and offers free legal assistance to those who are denied coverage. Its goal is to improve access to health services for immigrants of Mexican origin by formalizing a health education, medical home referral and insurance enrollment program.



In Chicago, the Mexican consul's Spanish-language web site heavily promotes the Illinois Department of Health's low-cost prescription medicine program for illegal aliens and various free medical services throughout the state. It encourages all Mexicans in the area to pursue the valuable U.S. government-financed services for their entire family.



The Indiana-based program boasts that it serves thousands of "Mexican nationals" living in that state as well as Ohio, Kentucky and southern Illinois. Mexican officials claim that its highly successful pro-health program sends out a clear message to other Mexican consulates throughout the country and the world.



Although these programs facilitate people to remain in the country illegally, Mexico is working hard to expand them to all 47 U.S. consulates to better serve its nationals. In the meantime, U.S. taxpayers will keep picking up the exorbitant tab of medically treating the millions who live in the country illegally.

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.

The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.
