Chamber of Commerce Says It Supports Path 'To Legitimacy' for 12 Million Illegal Aliens

(CNSNews.com) - U.S. Chamber of Commerce President and CEO Tom Donohue, noting that 27 million Americans are unemployed, underemployed, or have given up on finding a job, said his organization supports a "way" "to legitimacy" for the estimated 12 to 14 million illegal aliens who are working in the United States.
“Unemployment had exceeded 9 percent for 20 consecutive months,” Donohue said in his annual State of American Business address at the Chamber’s headquarters in Washington, D.C., on Tuesday. “Some 27 million Americans are either unemployed, underemployed or have give up looking for work.”
“In fact,” Donohue said, “we must create 1.2 million jobs a year just to absorb the new entrants into our workforce.”
Later in his remarks, Donohue said the Chamber would continue its efforts in support of comprehensive immigration reform, which some conservative critics consider to be a form of amnesty.
“Almost all of us are sons, daughters, or descendents of immigrants,” Donohue said. “The Chamber will continue to pursue comprehensive immigration reform.” He also cited the "urgent" need to improve visa processing, oppose attempts to gut temporary worker programs, and increase the number of foreign worker visas.
At a press conference following his speech, Donohue was asked by CNSNews.com if comprehensive immigration reform included a so-called pathway to citizenship.
“We think the most important parts of comprehensive immigration reform would be, first of all, a way for the, shall we say 12 million here, to legitimacy so that they can easily participate in society, pay their taxes, drive cars and that sort of thing,” Donohue said. “Second we need a guest worker program,” he said. “People could easily come back and forth for work and some of that would be seasonally, for crops and for recreation organizations and so on.
“And third, we definitely need a way to deal with high-end, talented folks that are needed in this economy. Donohue called it "amazing" that after years of training in America, professionals such as Ph.Ds in chemical engineering are now finding it hard to stay here.
Donohue said citizenship for illegal aliens should not be the top priority. “I don’t think the citizenship thing is necessary right now,” said Donohue, adding that protecting the U.S. border was also important. “I think we ought to pick the four or five things that everybody needs and let’s get it done.”
Donohue also said that the United States should keep the promise it made to Mexico 15 years ago to allow “safe, carefully inspected” Mexican trucks to transport goods into the U.S., as called for in the North American Free Trade Agreement. Labor unions strongly oppose the plan.
Donohue said the U.S. economy is “in better shape than we found ourselves last year,” and he noted “a new tone coming out of the White House.”
One indication of warming relations between the White House and the Chamber, which represents 3 million mostly small businesses, includes a scheduled address by President Barack Obama at the group’s headquarters on Feb. 7.
Among the areas Donohue said the Chamber would concentrate on in 2011:
-- restraint and reform of the regulatory process, including stopping the EPA from enacting regulations to limit greenhouse gases – a task that should be left to Congress, he said.
--Expanding American trade, rebuilding the country’s infrastructure and developing U.S. energy resources, and reducing the federal debt and deficit also made the top four on Donohue’s to-do list.
Donohue concluded his remarks with his trademark line-in-the-sand approach while expressing optimism that the Chamber can “work together” with the Obama administration and Congress in the coming year.
“Our approach in Washington will be to call them as we see them,” Donohue said. ‘We’ll continue to have our differences with the White House on some issues but we’ll work together on other issues."
“We’ll support the new House leadership on many occasions, and we’ll work with Democratic legislators as well, but no one should expect the Chamber to march in lock step with anyone,” Donohue said.
“We have a clear mission and agenda of our own,” he said. “It’s to continue to win important policy victories for our members and the American business community. It’s to support, protect, and advance the free enterprise system that made this country great. And it’s to help create good jobs and promising opportunities for all the people of our country so that they can achieve the American dream."

The 22 statistics detailed here prove beyond a shadow of a doubt that the middle class is being systematically wiped out of existence in America.
The rich are getting richer and the poor are getting poorer at a staggering rate. Once upon a time, the United States had the largest and most prosperous middle class in the history of the world, but now that is changing at a blinding pace.
So why are we witnessing such fundamental changes? Well, the globalism and "free trade" that our politicians and business leaders insisted would be so good for us have had some rather nasty side effects. It turns out that they didn't tell us that the "global economy" would mean that middle class American workers would eventually have to directly compete for jobs with people on the other side of the world where there is no minimum wage and very few regulations. The big global corporations have greatly benefited by exploiting third world labor pools over the last several decades, but middle class American workers have increasingly found things to be very tough.
Here are the statistics to prove it:
• 83 percent of all U.S. stocks are in the hands of 1 percent of the people.
• 61 percent of Americans "always or usually" live paycheck to paycheck, which was up from 49 percent in 2008 and 43 percent in 2007.
• 66 percent of the income growth between 2001 and 2007 went to the top 1% of all Americans.
• 36 percent of Americans say that they don't contribute anything to retirement savings.
• A staggering 43 percent of Americans have less than $10,000 saved up for retirement.
• 24 percent of American workers say that they have postponed their planned retirement age in the past year.
• Over 1.4 million Americans filed for personal bankruptcy in 2009, which represented a 32 percent increase over 2008.
• Only the top 5 percent of U.S. households have earned enough additional income to match the rise in housing costs since 1975.
• For the first time in U.S. history, banks own a greater share of residential housing net worth in the United States than all individual Americans put together.
• In 1950, the ratio of the average executive's paycheck to the average worker's paycheck was about 30 to 1. Since the year 2000, that ratio has exploded to between 300 to 500 to one.
• As of 2007, the bottom 80 percent of American households held about 7% of the liquid financial assets.
• The bottom 50 percent of income earners in the United States now collectively own less than 1 percent of the nation’s wealth.
• Average Wall Street bonuses for 2009 were up 17 percent when compared with 2008.
• In the United States, the average federal worker now earns 60% MORE than the average worker in the private sector.
• The top 1 percent of U.S. households own nearly twice as much of America's corporate wealth as they did just 15 years ago.
• In America today, the average time needed to find a job has risen to a record 35.2 weeks.
• More than 40 percent of Americans who actually are employed are now working in service jobs, which are often very low paying.
• or the first time in U.S. history, more than 40 million Americans are on food stamps, and the U.S. Department of Agriculture projects that number will go up to 43 million Americans in 2011.
• This is what American workers now must compete against: in China a garment worker makes approximately 86 cents an hour and in Cambodia a garment worker makes approximately 22 cents an hour.
• Approximately 21 percent of all children in the United States are living below the poverty line in 2010 - the highest rate in 20 years.
• Despite the financial crisis, the number of millionaires in the United States rose a whopping 16 percent to 7.8 million in 2009.
• The top 10 percent of Americans now earn around 50 percent of our national income.

The reality is that no matter how smart, how strong, how educated or how hard working American workers are, they just cannot compete with people who are desperate to put in 10 to 12 hour days at less than a dollar an hour on the other side of the world. After all, what corporation in their right mind is going to pay an American worker 10 times more (plus benefits) to do the same job? The world is fundamentally changing. Wealth and power are rapidly becoming concentrated at the top and the big global corporations are making massive amounts of money. Meanwhile, the American middle class is being systematically wiped out of existence as U.S. workers are slowly being merged into the new "global" labor pool.
What do most Americans have to offer in the marketplace other than their labor? Not much. The truth is that most Americans are absolutely dependent on someone else giving them a job. But today, U.S. workers are "less attractive" than ever. Compared to the rest of the world, American workers are extremely expensive, and the government keeps passing more rules and regulations seemingly on a monthly basis that makes it even more difficult to conduct business in the United States.
So corporations are moving operations out of the U.S. at breathtaking speed. Since the U.S. government does not penalize them for doing so, there really is no incentive for them to stay.
What has developed is a situation where the people at the top are doing quite well, while most Americans are finding it increasingly difficult to make it. There are now about six unemployed Americans for every new job opening in the United States, and the number of "chronically unemployed" is absolutely soaring. There simply are not nearly enough jobs for everyone.
Many of those who are able to get jobs are finding that they are making less money than they used to. In fact, an increasingly large percentage of Americans are working at low wage retail and service jobs.
But you can't raise a family on what you make flipping burgers at McDonald's or on what you bring in from greeting customers down at the local Wal-Mart.
The truth is that the middle class in America is dying -- and once it is gone it will be incredibly

Illegal alien migration into the United States costs American taxpayers $346 billion annually reported by the National Research Council. While employers of illegal aliens rake-in billions of dollars, the US citizens subsidize what may be called organized "Slavery in 21st Century America."

While Congress facilitates outsourcing, insourcing and offshoring of American jobs by the thousands weekly, that same Congress imports 182,000 legal immigrant monthly who need jobs. Another estimated 100,000 illegal aliens arrive each month without jobs. All those immigrants seize jobs from American citizens at slave wages.

What happens to the American taxpayer?

"Immigrants are poorer, pay less tax, and are more likely to receive public benefits than American citizens," said Edwin Rubenstein, reporting on the National Research Council's new book: "The New Americans: Economic, Demographics and Fiscal Effects of Immigration." The NRC found that the average immigrant household receives $13,326 in federal welfare and pays $10,664.00 in federal taxes. Thus, American taxpayers shell out $2,682.00 for each immigrant household.

County’s Monthly Welfare Tab For Illegal Aliens $52 Million

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.
The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.

THIS FIGURE DOES NOT INCLUDE EXTRA MILLIONS PAID FOR ANCHOR BABIES

Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.
That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

While the census information did not include demographic breakouts, immigration groups were quick to claim that immigrants, and particularly Latinos, accounted for much of the population growth, both here and across the country.
"Today's data, coupled with recently released Census Bureau estimates, demonstrate that the Latino population has significantly influenced how congressional seats are apportioned among the states," the Mexican American Legal Defense and Educational Fund said in a statement.
But the Federation for American Immigration Reform, which supports controlled immigration, called the population increase "enormous and unwelcome" and a further strain on the country's natural resources.
"It is increasingly clear that our immigration policies are divorced from the social, economic and environmental realities that face our nation," said its president, Dan Stein.
Latinos represent the fastest-growing demographic group in the United States as well as in Washington state. Census estimates for the 2005-2009 period released this month show the Latino population in Washington grew 41 percent since 2000.
Nationally, one-quarter of all births are to Latino mothers, compared with 19 percent in Washington state, according to state figures.

Lie #1: Legals that think our nation’s laws and sovereignty should be obeyed are racist. There’s nothing more racist than a Mexican! When poor from Central America cross the border into Mexico they are apprehended and put in prison. When an employer in Mexico hires an illegal, he is fined and jailed.

Truth: Americans are willing to do most jobs at a fair wage, but they won't do those jobs at "slave wages" or minimum wage. Truth: A large portion of illegal aliens work for cash "under the table" paying no taxes. The great majority of illegals make $6 $8 per hour, ($12,480 $16,640 per year). At such income levels, not only is there no tax due, but they also qualify for the "earned income tax credit". In California, public education alone costs over $7,500 per pupil. Multiply that times 2 4 children, add the costs of free school breakfast and lunch, free medical care, food stamps, housing subsidies, and other entitlement "give aways". Harvard Professor George Borjas estimates illegal immigration costs the U.S. 70 billion dollars per year and Californians $1,300 per household annually in additional taxes. The Center for Immigration Studies estimate that the average Mexican illegal alien will use $55,200 more in public services during his lifetime than he pays in taxes.

Truth: It already costs $3.00. You just make a $1.00 down payment at the grocery store. The government finances the other two dollars until tax time, when the additional $2.00 balance is extracted from your wallet in the form of higher taxes. Truth: In Los Angeles, as of January, 2004, 95 percent of all outstanding warrants for homicide (which total 1,200 to 1,500) target illegal aliens. A confidential California Department of Justice study reported in 1995 that 60 percent of the 20,000 strong 18th Street Gang in southern California is illegal; police officers say the proportion is actually much greater. The bloody gang collaborates with the Mexican Mafia, the dominant force in California prisons, on complex drug distribution schemes, extortion, and drive by assassinations, and commits an assault or robbery every day in L.A. County. The gang has grown dramatically over the last two decades by recruiting recently arrived youngsters, most of them illegal, from Central America and Mexico.

The National Council of La Raza (NCLR) is not only one of the wealthiest and most politically powerful militant organizations in the country, it is also notoriously racist and subversive. The group's name, "La Raza," means "The Race," by which they are referring to ethnic Mexicans, or more broadly to "hispanics" or "latinos." And it is quite clear from their decades of vitriolic rhetoric — both spoken and written — that the La Raza activists are trying to engender not only race consciousness amongst hispanic U.S. citizens and Mexican migrants, but also racial militancy and animosity toward "Gringo America."
The NCLR grew out of the La Raza Unida (The Race United) Party and the Southwest Council of La Raza in the late 1960s and early 1970s. The key leaders were Marxist-Leninist followers of Fidel Castro and Che Guevarra.
The radical student group MEChA (Moviemento Estudiantil Chicano de Aztlan), with which NCLR has been closely allied for several decades, is even more explicitly and militantly, having adopted the slogan, "Por La Raza Todo, Fuera de La Raza Nada," which translated means: "For the Race, Everything; Outside the Race, Nothing."
MEChA's founding documents and literature are replete with appeals to "La Raza de Bronce" (The Bronze Race) and condemnation of the "brutal gringo." MEChA, as its name suggests, is also a leading promoter of the radical "reconquista" (reconquest) movement, a plan of to take over the states of California, Arizona, New Mexico, Colorado, and Texas — a region they refer to as "Aztlan" — which they claim was stolen from the "Aztecan" peoples. NCLR provides major financial support to MEChA and many of NCLR's leaders were MEChA leaders in their college days.

Especially troubling is NCLR's leading role in the Fundacion Solidaridad Mexicano Americana (Foundation for Mexican-American Solidarity, FSMA), an organization founded and funded by the government of Mexico and directed by the Mexican Ministry of Foreign Affairs and Ministry of Public Education. Both of these ministries have been engaged in efforts aimed at demanding full political rights for illegal aliens in the U.S. and indoctrinating America's Hispanic population in radical, racist La Raza ideology.

What I and many others urge is a crackdown on American employers who knowingly hire illegals. They usually do so in order to have a docile workforce that is afraid of being deported and is therefore fearful of complaining about workplace conditions and illegal, below-minimum-wage salaries. If such employers were prosecuted and upon conviction received prison sentences, even as low as six months to one year, I believe the message would hugely deter future such breaches in the law. White collar criminals -- predator employers -- don't fear civil penalties and fines -- the cost of doing business -- as much as they fear serving time behind bars. Were the jobs to disappear, I believe that illegal aliens, many here to work and send much of their paychecks back to their families in Mexico and elsewhere, would go home.

An Overriding November Election Issue: Amnesty for Illegal Aliens
Immigration is the issue that will dominate the November elections.
On one side of this contentious issue are those who believe as I do that the Obama administration has exactly the same goal as its predecessor, the Bush administration, which is to provide amnesty and a "path to citizenship" for our illegal alien population, now estimated at between 11 million and 20 million. Supporters of amnesty often say the alternative is to put millions of aliens into boxcars and send them back to Mexico and other Latin American countries, where most of them are from, creating the Nazi-like and totally unacceptable image of Jews on their way to the crematoria. It is a false argument. No one I know who opposes amnesty supports such an approach.
What I and many others urge is a crackdown on American employers who knowingly hire illegals. They usually do so in order to have a docile workforce that is afraid of being deported and is therefore fearful of complaining about workplace conditions and illegal, below-minimum-wage salaries. If such employers were prosecuted and upon conviction received prison sentences, even as low as six months to one year, I believe the message would hugely deter future such breaches in the law. White collar criminals -- predator employers -- don't fear civil penalties and fines -- the cost of doing business -- as much as they fear serving time behind bars. Were the jobs to disappear, I believe that illegal aliens, many here to work and send much of their paychecks back to their families in Mexico and elsewhere, would go home.
We can also attract illegal aliens to join a going home program by offering to pay their airfare and even offering them a reward of $1,000 or more, payable one year later on proof they had remained in their own country for at least a year after their return. However, if amnesty is provided, we will simply be continuing a failed policy. In 1986 we said there would be no more amnesties after the Simpson-Mazzoli act legalized the status of illegal aliens who were in the country at that time.
We should be compassionate in dealing with individual cases and special categories. The New York Times of August 1st reports,
The Obama administration, responding to requests from Democratic and Republican lawmakers, has taken steps to make it easier for illegal immigrants who are spouses and family members of Americans serving in the military to gain legal status.

I would go further and not limit the program to the military, but apply it to all immediate family members -- brothers, sisters and parents -- of American citizens living in this country as illegal aliens.
There are those who believe the policy of the Obama administration for what they euphemistically call a "comprehensive reform of the immigration laws," which means amnesty for basically all, but not criminals, is predicated on the belief that the amnesty recipients -- overwhelmingly Hispanics -- will vote Democratic in appreciation. That is not a legitimate reason to in effect create a policy of open borders for this country. If open borders became the policy of the United States because the federal government decided it could not actually control our borders, they being so vast -- and President Obama did convey that thought -- we would have a dramatic illustration of what former Senator Patrick Moynihan meant when he coined the phrase "defining deviancy down": if you can't control illegality, legalize it.
The Obama administration should reach out to those who disagree with his amnesty approach and seek to find a compassionate, rational approach to an admittedly vexing problem. The current approach of the Obama administration, which is to bar the efforts of the state of Arizona to control its borders from infiltration by illegals, is deplored by most Americans. A poll taken by CNN on July 27th shows that 55 percent nationally favor the Arizona law recently gutted by a federal district court judge, with 40 percent opposing the law. In Arizona itself, a Rasmussen poll of April 21st shows that 70 percent favor the Arizona law and 23 percent oppose it.
The decision of the federal judge gutting the law is now being appealed. Unless overturned, it applies only to those states in the jurisdiction of the 9th Federal Circuit. It does not mandate the actions of most of the states, those in other circuit court jurisdictions seeking to emulate the Arizona law. Sooner or later, the U.S. Supreme Court will rule on the issue of whether states like Arizona, which are spending billions on health care for illegals, as well as for education of their children - Arizona has an estimated 500,000 illegal immigrants - can take police measures to control its border with Mexico, or must rely on inadequate federal efforts. One such inadequate effort is the President sending 1,200 National Guardsman to the southern borders of our southwestern states, who have no authority to arrest illegals crossing, but can only call on the U.S. Border Patrol to do so when sighting an illegal. That is not exactly a real effort by the Obama administration.

Is Mexico still a nation?

A survey released last week by the Pew Hispanic Center found more than four in 10 Mexicans are willing to leave their country to live in the US. One in five would risk a dangerous, illegal border crossing. Most surprising, one in three college graduates wants to flee. Before Washington takes up immigration reform this fall, it needs to take a hard look at Mexico's disillusionment.
Already, one in eight adults born in Mexico now lives in the US. And the Mexican economy is kept afloat partially by an estimated $16 billion sent back by immigrants to relatives.
Such numbers reveal a people so fed up with Mexico's dysfunctional politics and stagnant economy that their nationalism is wilting. While more than half of Mexico's 106 million people are officially poor, the Pew survey found an inclination to migrate "evident across a broad swath" of the population.
This wide push to leave is probably now as strong as the pull of higher wages, social advancement, and family connections in the US. And yet, Mexican leaders remain in denial about this propensity for mass exodus.
All this spells trouble for proposals by President Bush and some in Congress to set up a temporary worker program as a way to reduce the burden of illegal migration. The Mexican demand for such US "guest" visas could be, by some estimates, half a million a year. Yet the numbers in the proposals fall far short of that. The US could hardly absorb such a large wave of humanity without further challenges to its civic stability.
In other words, a guest-worker plan is a false promise of ending the waves of illegal border crossings. The challenges on America's southern flank are only getting worse. Arizona and New Mexico this month declared emergencies along their borders with Mexico, citing a rise in crime related to drug and people smuggling - and an inability by Washington to stem the violence. And the US ambassador to Mexico also criticized its leaders for not curbing border violence; he made a point by closing the consulate in Nuevo Laredo.
Just five years ago, Mexico had great hope of reform after the ouster of the Revolutionary Institutional Party, or PRI, which had governed since 1929. But President Vicente Fox's reform efforts have faltered. The nation's three main parties remain internally divided and unable to compromise. Decades of oil wealth have left people too willing to take handouts rather than accept the kind of taxation that creates citizens with a stake in government. With Mr. Fox a lame duck, Mexico is heading for a presidential election next July that could see another weak leader.
As dissatisfaction with politics and justice translates into Mexicans voting with their feet, the US needs to recognize that the "border issue" is much more of a "Mexico issue."
The US should further beef up border security, but also help Mexico regain national integrity. Legally hiring Mexicans is hardly a solution.
As it is doing with Africa, the US must peg better economic relations to better governance in Mexico, such as laws allowing referendums and run-offs for presidential elections. Rather than view such pressure as gringo meddling, the Mexican people might just welcome a challenge to their government. And think of staying put.

Study Looks at Babies Born to Illegal Immigrants

About 340,000 of the 4.3 million babies born in the United States in 2008 — or 8 percent — had at least one parent who was an illegal immigrant, according to a study published Wednesday by the Pew Hispanic Center, a nonpartisan research group in Washington.
Because they were born in this country, the babies of illegal immigrants are United States citizens. In all in 2008, four million children who were American citizens had at least one parent who was in the country illegally, the Pew study found.
Children of illegal immigrants make up 7 percent of all people in the country younger than 18 years old, according to the study, which is based on March 2009 census figures, the most recent data on immigrant families. Nearly four out of five of those children — 79 percent — are American citizens because they were born here.
About 85 percent of the parents who are illegal immigrants are Hispanic, the Pew Center reported.
The Pew study comes as lawmakers in Washington have been debating whether to consider changing the 14th Amendment of the Constitution, which grants citizenship to anyone born in the United States. The controversy erupted after Senator Lindsey Graham, Republican of South Carolina, said in July that he might offer an amendment to revoke birthright citizenship for the American-born children of illegal immigrants.
Mr. Graham’s comments touched a nerve with many Americans, who called in to talk shows to question whether the children of immigrants who have violated the law by remaining in the United States should be granted citizenship. But it was less clear that there was strong support for altering the Constitution to address the problem.
A nationwide survey in June by the Pew Research Center for the People and the Press, a group affiliated with the Hispanic Center, found that 56 percent of those polled opposed changing the 14th Amendment, while 41 percent supported it.
The study by the Pew Hispanic Center casts light on an issue raised by Mr. Graham that prompted the current debate. In an interview with Fox News last month, Mr. Graham said that many illegal immigrants were crossing the border to have babies in this country to gain citizenship for their children. “They come here to drop a child,” Mr. Graham said.
The Pew figures showed that over 80 percent of mothers in the country illegally had been here for more than a year, and that more than half had been in the country for five years or more, said Jeffrey S. Passel, senior demographer at the Pew Hispanic Center and the co-author of the study, along with Paul Taylor, the center’s director.
“The combination of the growing undocumented population through 2007, with more staying in the country longer, creates a situation where we have seen increasing numbers of these births over the last six or seven years,” Mr. Passel said. “Because the immigrants are staying here, this is a young population, and they get married and form families.”
Republican leaders and conservatives have been divided over Mr. Graham’s proposal for a constitutional amendment.

“The point is to shrink the illegal population and prevent new illegals from coming in,” he said, “before it’s appropriate to have the constitutional debate.”

Jose Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons. "The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. "Anchor babies," the author writes, "born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income."

County’s Monthly Welfare Tab For Illegal Aliens $52 Million

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.
The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.

THIS FIGURE DOES NOT INCLUDE EXTRA MILLIONS PAID FOR ANCHOR BABIES

Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.
That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

With the support of 70 percent of its citizens, Arizona has ordered sheriffs and police to secure the border and remove illegal aliens, half a million of whom now reside there.
Arizona acted because the U.S. government has abdicated its constitutional duty to protect the states from invasion and refuses to enforce America's immigration laws.
"We in Arizona have been more than patient waiting for Washington to act," said Gov. Jan Brewer. "But decades of inaction and misguided policy have created an unacceptable situation."
We have a crisis in Arizona because we have a failed state in Washington.
What is the response of Barack Obama, who took an oath to see to it that federal laws are faithfully executed?
He is siding with the law-breakers. He is pandering to the ethnic lobbies. He is not berating a Mexican regime that aids and abets this invasion of the country of which he is commander in chief. Instead, he attacks the government of Arizona for trying to fill a gaping hole in law enforcement left by his own dereliction of duty.
He has denounced Arizona as "misguided." He has called on the Justice Department to ensure that Arizona's sheriffs and police do not violate anyone's civil rights. But he has said nothing about the rights of the people of Arizona who must deal with the costs of having hundreds of thousands of lawbreakers in their midst.
How's that for Andrew Jackson-style leadership?
Obama has done everything but his duty to enforce the law.
Undeniably, making it a state as well as a federal crime to be in this country illegally, and requiring police to check the immigration status of anyone they have a "reasonable suspicion" is here illegally, is tough and burdensome. But what choice did Arizona have?
The state has a fiscal crisis caused in part by the burden of providing schooling and social welfare for illegals and their families, who consume far more in services than they pay in taxes and who continue to pour in. Even John McCain is now calling for 3,000 troops on the border.
Police officers and a prominent rancher have been murdered. There have been kidnappings believed to be tied to the Mexican drug cartels. There are nightly high-speed chases through the barrios where innocent people are constantly at risk.
If Arizona does not get control of the border and stop the invasion, U.S. citizens will stop coming to Arizona and will begin to depart, as they are already fleeing California.

A country that cannot control its borders isn't really a country anymore, Ronald Reagan reminded us.

What we are talking about here is the Balkanization and breakup of a nation into ethnic enclaves. A country that cannot control its borders isn't really a country anymore, Ronald Reagan reminded us.
The tasks that Arizonans are themselves undertaking are ones that belong by right, the Constitution and federal law to the Border Patrol, Immigration and Customs Enforcement, and Homeland Security.
Arizona has been compelled to assume the feds' role because the feds won't do their job. And for that dereliction of duty the buck stops on the desk of the president of the United States.
Why is Obama paralyzed? Why does he not enforce the law, even if he dislikes it, by punishing the businessmen who hire illegals and by sending the 12 million to 20 million illegals back home? President Eisenhower did it. Why won't he?

Because he is politically correct. Because he owes a big debt to the Hispanic lobby that helped deliver two-thirds of that vote in 2008. Though most citizens of Hispanic descent in Arizona want the border protected and the laws enforced, the Hispanic lobby demands that the law be changed.
Fair enough. But the nation rose up as one to reject the "path-to-citizenship" -- i.e., amnesty -- that the 2007 plan of George W. Bush, McCain, Hillary Clinton and Barack Obama envisioned.
Al Sharpton threatens to go to Phoenix and march in the streets against the new Arizona law. Let him go.

Let us see how many African-Americans, who are today frozen out of the 8 million jobs held by illegal aliens that might otherwise go to them or their children, will march to defend an invasion for which they are themselves paying the heaviest price.

"As you listen to the news about the student protests over illegal immigration, there are some things that you should be aware of: I am in charge of the English-as-a-second-language department at a large southern California high school which is designated a Title 1 school, meaning that its students average lower socioeconomic and income levels. Most of the schools you are hearing about, South Gate High, Bell Gardens, Huntington Park, etc., where these students are protesting, are also Title 1 schools. Title 1 schools are on the free breakfast and free lunch program. When I say free breakfast, I'm not talking a glass of milk and roll -- but a full breakfast and cereal bar with fruits and juices that would make a Marriott proud. The waste of this food is monumental, with trays and trays of it being dumped in the trash uneaten. (OUR TAX DOLLARS AT WORK) I estimate that well over 50% of these students are obese or at least moderately overweight. About 75% or more DO have cell phones. The school also provides day care centers for the unwed teenage pregnant girls (some as young as 13) so they can attend class without the inconvenience of having to arrange for babysitters or having family watch their kids. (OUR TAX DOLLARS AT WORK) I was ordered to spend $700,000 on my department or risk losing funding for the upcoming year even though there was little need for anything; my budget was already substantial. I ended up buying new computers for the computer learning center, half of which, one month later, have been carved with graffiti by the appreciative students who obviously feel humbled and grateful to have a free education in America. (OUR TAX DOLLARS A T WORK) I have had to intervene several times for young and substitute teachers whose classes consist of many illegal immigrant students here in the country less then 3 months who raised so much hell with the female teachers, calling them "Putas" whores and throwing things that the teachers were in tears. Free medical, free education, free food, day care etc., etc., etc. Is it any wonder they feel entitled to not only be in this country but to demand rights, privileges and entitlements? To those who want to point out how much these illegal immigrants contribute to our society because they LIKE their gardener and housekeeper and they like to pay less for tomatoes: spend some time in the real world of illegal immigration and see the TRUE costs.

Congressional study shows illegal immigrants sap tax dollars

A study by the U.S. Congressional Budget Office released Tuesday backs up the view that undocumented immigrants sap more tax dollars than they provide, especially in education, health care and law enforcement.

The study pulled together reports from the past five years, using data from sources including the Pew Hispanic Center, the Rand Corp., the U.S. Department of Homeland Security and various universities. The Congressional study also incorporated facts from states, including Arizona, but its authors acknowledged there was no aggregate estimate that could be applied to the entire country.

The report says that in 1990, 90 percent of undocumented immigrants primarily were in six states: California, Florida, Illinois, New Jersey, New York and Texas.

By 2004, undocumented immigrants had increased tenfold in other states, most notably Arizona, Georgia, North Carolina and Tennessee, according to statistics from the Pew Hispanic Center.

The report estimates there are 12 million undocumented immigrants nationwide. Of those, 60 percent are uninsured and 50 percent of the children are uninsured. Again using 2004 statistics from the Pew Hispanic Center the average income of undocumented immigrants was $27,400 while Americans earned $47,800. The difference puts undocumented immigrants in a lower tax bracket, thus reducing the amount of federal and state income taxes generated.

The study also showed that while undocumented workers represented just 5 percent of state and federal service costs, their tax revenue did not offset the amount spent by government. The authors of the study stated that, "the general consensus is that unauthorized immigrants impose a net cost on state and local budgets. However, no agreement exists as to the size of, or even the best way of measuring, that cost at a national level."

In education, which the study notes is the largest single expenditure in state and local budgets, multiple states reported 20 to 40 percent higher costs educating non-English speaking students, many of whom come from the homes of undocumented immigrant parents. Using New Mexico statistics from 2004 as a model, education spending on undocumented immigrants comprised $67 million of the state's $3 billion education budget.

The study estimates there are 53.3 million school-age children in the U.S., 2 million of whom are undocumented immigrants and another 3 million who are legal citizens, but whose parents are not.

Undocumented immigrants are more likely to access emergency rooms and urgent care facilities because most do not have health care, the study said. In Arizona and other border areas, states paid nearly $190 million in health care costs for undocumented immigrants in 2000, the study reported. The amount, which the study says likely has risen since then, represented one-quarter of all uncompensated health care costs in those states that year.

While the report found that undocumented immigrants are less likely to be incarcerated than American natives, it said states still bear a large cost for the legal process. Based on a report from the U.S./Mexico Border Counties Coalition from 2001, counties from the four states that border Mexico spent more than $108 million on law enforcement activities involving undocumented immigrants. San Diego County in California spent nearly half of that, with more than $50 million going into law enforcement activities involving undocumented immigrants.

An Alabama employment agency that sent 70 laborers and construction workers to job sites in that state in the aftermath of Hurricane Katrina says the men were sent home after just two weeks on the job by employers who told them "the Mexicans had arrived" and were willing to work for less. Linda Swope, who operates Complete Employment Services Inc. in Mobile, Ala., told The Washington Times last week that the workers -- whom she described as U.S. citizens, residents of Alabama and predominantly black -- had been "urgently requested" by contractors hired to rebuild and clear devastated areas of the state, but were told to leave three job sites when the foreign workers showed up. "After Katrina, our company had 70 workers on the job the first day, but the companies decided they didn't need them anymore because the Mexicans had arrived," Mrs. Swope said. "I assure you it is not true that Americans don't want to work. "We had been told that 270 jobs might be available, and we could have filled every one of them with men from this area, most of whom lost their jobs because of the hurricane," she said. "When we told the guys they would not be needed, they actually cried ... and we cried with them. This is a shame." Mrs. Swope said employment agencies throughout Alabama, Louisiana and Mississippi faced similar problems, when thousands of men from Mexico and several Central and South American countries -- many in crowded buses and trucks -- came into the three states after Katrina, looking for employment and willing to work for less money. The number of foreign workers who flooded the area after the hurricane has been estimated at more than 30,000. Many of them have been identified by law-enforcement authorities and others as illegal aliens. The Gulf Coast Latin American Association noted in a report that whether those workers will remain after the cleanup work is completed is not clear, but the longer those jobs last, the more likely it is that the workers will settle permanently. After Hurricane Andrew hit southeastern Florida in 1992, the association said, the construction boom attracted large numbers of Hispanic immigrants to several areas, including Homestead, Fla., where the Latino population doubled during the 1990s. Many of the illegal aliens came into the Gulf Coast states not only from south of the border but also from California, Arizona and Texas, responding to the demand for workers. U.S. Border Patrol officials in the three states have reported an increase in the number of illegals apprehended. Some of the migrants who did get jobs in the Gulf states also were mistreated, records show. Two class-action lawsuits are pending in federal court in New Orleans in which thousands of migrant workers said they never were paid, although many worked 12-hour shifts, seven days a week and were required to remove toxic contamination from hurricane-ravaged buildings. Some of the named companies were working on contracts from the Federal Emergency Management Agency (FEMA) and other government agencies. Government estimates put at 400,000 the number of jobs lost in the Gulf region as a result of Katrina, which displaced more than 1.5 million people, and many of those workers left the area to seek employment elsewhere because available construction, laborer and cleanup jobs in Alabama, Louisiana and Mississippi had been filled by foreign workers, including illegal aliens. President Bush last week signed the Katrina Emergency Assistance Act of 2006, which extended for 13 weeks unemployment compensation benefits to more than 140,000 residents of the Gulf states who were displaced from their jobs by Katrina. Their benefits, funded by FEMA, had expired March 4. Would-be employers in Alabama, Louisiana and Mississippi, awash in cleanup and reconstruction jobs, faced little in the way of legal problems in hiring the illegal aliens after Katrina because the Department of Homeland Security temporarily suspended the sanctioning of employers who hired workers unable to document their citizenship. Mr. Bush also had suspended the Davis-Bacon Act, which requires local contractors to pay "prevailing" wages, in the areas hit by Katrina to encourage reconstruction and cleanup. "The men we sent to jobs in Alabama were local fellows looking for work, men who needed jobs," Mrs. Swope said.

"After driving 50 miles to the work sites where they had been promised $10 an hour, they discovered the employers had found substitutes who were willing to work for less."

Hospital Falters as Refuge for Illegal Immigrants

ATLANTA — Each had crossed the border years before, smuggled across the desert by a coyote, never imagining the journey would lead to a drab and dusty clinic on the ninth floor of Grady Memorial Hospital in Atlanta.
Some knew before the crossing that they had diabetes or lupus or high blood pressure, but it was only after they arrived that their kidneys began to fail. To survive, they needed dialysis at a cost of about $50,000 a year, which their sporadic work as housekeepers, painters and laborers could not begin to cover.
And so they turned to Grady, a taxpayer-supported safety-net hospital that would provide dialysis to anyone in need, even illegal immigrants with no insurance or ability to pay. Every Tuesday, Thursday and Saturday morning, the 15 or so patients would settle into their recliners, four to a room, and while away the monotonous three-hour treatments by chitchatting in Spanish.
That all changed on Oct. 4, when the strapped public hospital closed its outpatient dialysis clinic, leaving 51 patients — almost all illegal immigrants — in a life-or-death limbo.
For Grady, which has served Atlanta’s poor for 117 years, it was an excruciating choice, a stark reflection of what happens when the country’s inadequate health care system confronts its defective immigration policy.
Like other hospitals, particularly public hospitals, Grady has been left to provide costly treatments to nonpaying illegal residents who most likely could not have obtained such care in their home countries. American taxpayers and health care consumers have borne the expense.
Over time, the mounting losses have compromised Grady’s charitable mission, forcing layoffs, increases in fees and the elimination of services.
“Years and years of providing this free care has led Grady to the breaking point,” said Matt Gove, one of the hospital’s senior vice presidents. “If we don’t make the gut-wrenching decisions now, there won’t be a Grady later. Then, everyone loses.”
But for the dialysis patients, the sudden end to their reassuring routine has prompted a panic.
“We didn’t know what to do,” said Ignacio G. Lopez, 23, who had been sustained by the clinic for more than three years. “We can pass away if we stay like two weeks without dialysis. They were just sending us out to die.”
The chairman of Grady’s recently reconstituted board, A. D. Correll, has said the hospital would not let that happen. “We made a commitment right up front that people are not going to die on the street because of these actions,” said Mr. Correll, a former chairman of the Georgia-Pacific Corporation and a prominent civic leader here.
Soccer and Telenovelas
In fact, the future for many of the patients remains uncertain. Like most of the country’s estimated 11 million illegal immigrants (!!!! ADJUST THESE FIGURES FOR THE REALITY OF 40 MILLION ILLEGALS !!!), they have little access to continuing health care, a reality not addressed by the legislation now under discussion in Washington.
Across the years, the Grady dialysis patients had forged a community, a family, really, of people who share a history and language, as well as a life-threatening condition. As the machines cleansed the toxins from their blood, they would talk about the scarcity of work, the ruthlessness of their disease and their hopes for a transplant. Some would sleep, while others crooned folksongs to drown out the snores.
Any given morning might find Mr. Lopez bickering with Fidelia G. Perez about whether to watch their soap operas, or telenovelas, in English or Spanish. From another chair, Rosa Lira, a frail grandmother, would look up from her prayer book to boast of the previous night’s exploits by Club America, her favorite Mexican soccer team. Rosa Palma de Gamez, from El Salvador, would grin when Ismael Sagrero arrived with his trademark greeting — “Hola-hola!” — which had become his nickname.
Now the patients are trying desperately to figure out their next steps.
With limited exceptions, illegal immigrants are ineligible for public insurance programs like Medicaid and Medicare and often cannot afford private coverage. When major illness strikes, they have few options but to go to emergency rooms, which are required by federal law to treat anyone whose health is deemed in serious jeopardy.
Officials at Grady, which will provide more than $300 million in uncompensated care this year, estimate that as many as a fifth of its uninsured patients are illegal immigrants. Although the numbers are elusive, a national study by the RAND Corporation concluded that illegal immigrants account for about 1.3 percent of public health spending.
The recession has prompted some state and local governments to pare programs that benefit illegal immigrants. And although illegal immigrants may account for about seven million of the country’s 46 million uninsured, the health care bills being negotiated by Congress exclude them from expansions of subsidized public insurance. (The House bill that passed on Nov. 7 would allow illegal immigrants to buy policies at full cost on government-run exchanges, while legislation being considered in the Senate would forbid it.)

Calling it “a horrible situation,” Mr. Correll said that governments at all levels had decided that immigrants were not their problem. “But somehow,” he said, “they’ve become Grady’s problem, which seems totally unfair.”
Some of the Grady dialysis patients have chosen to return to their countries, encouraged by the hospital’s offer of free airfare, cash payments, three months of paid dialysis and assistance in seeking insurance or other long-term remedies. Others are trying their luck in states where Medicaid policies may be less restrictive.
But most remain in Atlanta, taking full advantage of a last-minute offer by the hospital, in response to a lawsuit, to pay for three months of dialysis at commercial clinics. They are hopeful that the reprieve will buy time for the lawsuit to progress or for private dialysis providers to take them as charity cases.
What they fear, however, is that their already fragile lives will soon be reduced to a frenzied search for their next dialysis, most likely in an emergency room after a descent into crisis.
Looking for a Better Life
They need only look to Ms. Perez to see what the future may hold.
After hearing that the clinic would close, Ms. Perez, 32, set out for Alabama on Sept. 6 because cousins told her they might be able to procure dialysis there. Grady was not yet offering its deal for three months of treatment, and instead gave her $1,300, enough to cover dialysis for a week or two.
Ms. Perez said the money was quickly spent on rent, food and transportation. After going without dialysis for 16 days, she walked into an emergency room near Birmingham, which found that the potassium levels in her blood were high enough to require immediate filtration. Eight days later, she did the same at another Birmingham hospital.
“They said this was the first and last time they would help me,” she said. “They told me I didn’t have any right to be there.”
She went back to the first hospital, where she was dialyzed again, and then found a third hospital that was willing to provide three treatments. A doctor there tried to find a private dialysis clinic that would accept her but came up empty, she said.
So she returned to Atlanta on Oct. 11, and underwent one more emergency treatment before agreeing to fly home to Mexico with assistance from Grady and a California company, MexCare, that the hospital has hired to help repatriate interested patients.
Ms. Perez’s parents live in Mexico and can care for her, but in many cases the patients’ families and sources of support are in the United States. Some do not want to uproot their American-born children, or abandon their spouses or jobs. Often they do not trust the quality or availability of dialysis in Latin America.
Like other patients, Adolfo D. Sanchez, 31, said he was astonished to learn when his kidneys failed in 2004 that Grady would provide him ongoing dialysis without charge. A subsistence farmer in Mexico, he said he had paid a coyote $1,500 in 2001 to lead him on an eight-day trek across the Arizona border to Phoenix and then to Atlanta, where his sister had settled.
Three years later, while working in construction, he found he could not keep down the small tacos he ate for lunch. A local clinic referred him to Grady, which diagnosed his kidney failure and placed him on dialysis.
“No place in Mexico would have offered dialysis for free,” he said, sitting in the spare apartment he shares with his girlfriend and their 13-year-old son. “It was better to be here. I am really grateful that this is possible in this country, because if I were in my country I would already have died”
Bertha A. Montelongo, a 59-year-old widow who said she entered the United States illegally in 2005, started having seizures and shortness of breath about a month after arriving in Atlanta.
“I came to look for a better life,” she said, “but then I became sick, and that was it.”
A diabetic, Ms. Montelongo has survived for four years on dialysis, but lost her vision last December. That has made her dependent on her daughter, who baby-sits and sells homemade tamales; her son-in-law, an out-of-work landscaper; and her granddaughters. They live in a rented house in the suburbs where the mantel is lit with votives.
For a blind woman, returning to Mexico, where few family members remain, is not an option, Ms. Montelongo and her family said.
“All the people here on dialysis think the same thing,” said her daughter, Letecia. “They all think that if they go back to Mexico, they will die sooner. In Mexico, it’s different. There, you have to pay.”
Creating a Crisis on Purpose
It has been different for the 25 or so United States citizens who were patients at the dialysis clinic. They were either already on Medicare or about to become eligible, and are thus being readily treated by private dialysis clinics. After a three-month waiting period, the federal insurance program covers anyone with end-stage renal disease, regardless of age, and pays 80 percent of the cost of dialysis.
But illegal immigrants are not eligible for Medicare, and legal immigrants must wait five years to qualify. A few states use emergency Medicaid programs to cover ongoing dialysis for certain illegal immigrants, but Georgia discontinued the practice in 2006.
That sent waves of uninsured dialysis patients from across the region to Grady, which is supported by direct appropriations from Fulton and DeKalb Counties, ostensibly to care for their own residents. The hospital lost $3.5 million on the dialysis clinic last year, said Mr. Gove, the Grady spokesman. Its 88 dialysis patients accounted for a 10th of total losses at a hospital with more than 800,000 patient visits a year, he said.
The board acted, Mr. Correll said, because Grady’s dialysis equipment had become obsolete, requiring heavy investment. It was evident, given that so many patients were undocumented and uninsured, that the losses would never stop.
“It was just financially hopeless,” Mr. Correll said. “For every vacancy that opened up, another nonpaying patient would walk in the door, so it was going to last forever.”
Mr. Correll said the hospital “had to precipitate a crisis” in the hope that other hospitals, dialysis centers and governments might pitch in.
Each of the remaining patients has signed an agreement stipulating that Grady will pay for private dialysis provided by Fresenius Medical Services for no more than three months, Mr. Gove said. The patients agreed to work with the hospital during that period to devise long-range plans for their care, possibly including repatriation.
What Grady has not told the patients is that its contract with Fresenius, which sets a price of $280 per treatment, covers their care for up to one year. Mr. Gove said the contract gave Grady the flexibility to continue paying for patients who fail to make other arrangements by Jan. 3. But he said the hospital’s offer to arrange repatriation would end at that point.
“As patients, they are ultimately responsible for their care,” Mr. Gove said.
The hospital’s agreement with MexCare, obtained through a state open records request, calls for Grady to pay $18,000 for every patient relocated — $6,750 in travel expenses and escort fees, a $750 administrative fee, and payment for 30 dialysis treatments at $350 each.
Two years ago, the Grady board, then dominated by political appointees, undercut its chief executive’s plan to close the dialysis clinic. The new board, now led by business leaders, hopes to save the hospital by convincing corporations and other potential donors that its fiscal discipline is worthy of support.
Mr. Correll said closing the dialysis clinic was “important to the future financial and operational success of Grady, because people have confidence now that the board will make a tough decision if it has to, and do it in the most humane way possible.”
When Mr. Lopez first showed up at Grady in 2006, five years after he had crossed into Arizona at age 15, his disease had turned his skin a pallid gray. The doctors told him he was lucky he had not waited another day.
The charge for the initial hospital stay ran to $40,000; he said his stack of bills now totaled more than $100,000. “I try to pay little by little,” he said, “but I’m never going to finish.”
He said he had never expected such generosity from American health care, calling it “very humane.” After each dialysis treatment at Grady, he said, he would thank the nurses.
“You saved my life,” he would tell them. “One more time, you saved my life.”

Mexico's government operates programs in about a dozen American cities that refers its nationals--living in the U.S. illegally--to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.

The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws.

Chicago, Houston, Los Angeles, San Diego and Indiana are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. In Los Angeles County alone, illegal immigrants cost taxpayers nearly $440 million in health services annually and a whopping $1.1 billion statewide.

The Mexican consul in Los Angeles proudly announced that nearly 300,000 Mexicans in the area have benefited from his government's health referral program, which he says actually saves the county money by encouraging immigrants to seek preventive care rather than waiting for more expensive emergency treatment.

The Southern California operation promises to assess "consulate clients" for eligibility to government-funded health insurance and other primary care services and offers free legal assistance to those who are denied coverage. Its goal is to improve access to health services for immigrants of Mexican origin by formalizing a health education, medical home referral and insurance enrollment program.

In Chicago, the Mexican consul's Spanish-language web site heavily promotes the Illinois Department of Health's low-cost prescription medicine program for illegal aliens and various free medical services throughout the state. It encourages all Mexicans in the area to pursue the valuable U.S. government-financed services for their entire family.

The Indiana-based program boasts that it serves thousands of "Mexican nationals" living in that state as well as Ohio, Kentucky and southern Illinois. Mexican officials claim that its highly successful pro-health program sends out a clear message to other Mexican consulates throughout the country and the world.

Although these programs facilitate people to remain in the country illegally, Mexico is working hard to expand them to all 47 U.S. consulates to better serve its nationals. In the meantime, U.S. taxpayers will keep picking up the exorbitant tab of medically treating the millions who live in the country illegally.

Jose Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons.

"The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report.

"We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. "Anchor babies," the author writes, "born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income." In addition, the report says, "many illegal aliens harbor fatal diseases that American medicine fought and vanquished long ago, such as drug-resistant tuberculosis, malaria, leprosy, plague, polio, dengue, and Chagas disease." While politicians often mention there are 43 million without health insurance in this country, the report estimates that at least 25 percent of those are illegal immigrants. The figure could be as high as 50 percent. Not being insured does not mean they don't get medical care. Under the Emergency Medical Treatment and Active Labor Act of 1985, hospitals are obligated to treat the uninsured without reimbursement. "Government imposes viciously stiff fines and penalties on any physician and any hospital refusing to treat any patient that a zealous prosecutor deems an emergency patient, even though the hospital or physician screened and declared the patient's illness or injury non-emergency," says the report. "But government pays neither hospital nor physician for treatments. In addition to the fiscal attack on medical facilities and personnel, EMTALA is a handy truncheon with which to pummel politically unpopular physicians by falsely accusing them of violating EMTALA." According to the report, between 1993 and 2003, 60 California hospitals closed because half their services became unpaid. Another 24 California hospitals verge on closure, the author writes. "American hospitals welcome 'anchor babies,'" says the report. "Illegal alien women come to the hospital in labor and drop their little anchors, each of whom pulls its illegal alien mother, father, and siblings into permanent residency simply by being born within our borders. Anchor babies are citizens, and instantly qualify for public welfare aid: Between 300,000 and 350,000 anchor babies annually become citizens because of the Fourteenth Amendment to the U.S. Constitution: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and the State wherein they reside." Among the organizations directing illegal aliens into America's medical systems, according to the report, are the Ford Foundation-funded Mexican American Legal Defense and Education Fund, the National Immigration Law Center, the American Immigration Lawyers Association, the American Bar Association's Commission on Immigration Policy, Practice, and Pro Bono, the Immigrant Legal Resource Center, the National Council of La Raza, George Soros's Open Society Institute, the Migration Policy Institute, the National Network for Immigration and Refugee Rights and the Southern Poverty Law Center. Because drug addiction and alcoholism are classified as diseases and disabilities, the fiscal toll on the health-care system rises. When Linda Torres was arrested in Bakersfield, Calif., with about $8,500 in small bills in a sack, the police originally thought it was stolen money, explained the report. It was her Social Security lump sum for her disability -- heroin addiction. "Today, legal immigrants must demonstrate that they are free of communicable diseases and drug addiction to qualify for lawful permanent residency green cards," writes Cosman, a medical lawyer, who formerly taught medical students at the City University of New York. "Illegal aliens simply cross our borders medically unexamined, hiding in their bodies any number of communicable diseases." Many illegals entering this country have tuberculosis, according to the report. "That disease had largely disappeared from America, thanks to excellent hygiene and powerful modern drugs such as isoniazid and rifampin," says the report. "TB's swift, deadly return now is lethal for about 60 percent of those infected because of new Multi-Drug Resistant Tuberculosis. Until recently MDR-TB was endemic to Mexico. This Mycobacterium tuberculosis is resistant to at least two major anti-tubercular drugs. Ordinary TB usually is cured in six months with four drugs that cost about $2,000. MDR-TB takes 24 months with many expensive drugs that cost around $250,000 with toxic side effects. Each illegal with MDR-TB coughs and infects 10 to 30 people, who will not show symptoms immediately. Latent disease explodes later. TB was virtually absent in Virginia until in 2002, when it spiked a 17 percent increase, but Prince William County, just south of Washington, D.C., had a much larger rise of 188 percent. Public health officials blamed immigrants. In 2001 the Indiana School of Medicine studied an outbreak of MDR-TB, and traced it to Mexican illegal aliens. The Queens, New York, health department attributed 81 percent of new TB cases in 2001 to immigrants. The Centers for Disease Control and Prevention ascribed 42 percent of all new TB cases to 'foreign born' people who have up to eight times higher incidences apparently, 66 percent of all TB cases coming to America originate in Mexico, the Philippines and Vietnam." Other health threats from illegals include, according to the report: Chagas disease, also called American trypanosomiasis or "kissing bug disease," is transmitted by the reduviid bug, which prefers to bite the lips and face. The protozoan parasite that it carries, Trypanosoma cruzi, infects 18 million people annually in Latin America and causes 50,000 deaths. The disease also infiltrates America's blood supply. Chagas affects blood transfusions and transplanted organs. No cure exists. Hundreds of blood recipients may be silently infected. Leprosy, also known as Hansen's disease, was so rare in America that in 40 years only 900 people were afflicted. Suddenly, in the past three years America has more than 7,000 cases of leprosy. Leprosy now is endemic to northeastern states because illegal aliens and other immigrants brought leprosy from India, Brazil, the Caribbean and Mexico. Dengue fever is exceptionally rare in America, though common in Ecuador, Peru, Vietnam, Thailand, Bangladesh, Malaysia and Mexico. Recently, according to the report, there was a virulent outbreak of dengue fever in Webb County, Texas, which borders Mexico. Though dengue is usually not a fatal disease, dengue hemorrhagic fever routinely kills. Polio was eradicated from America, but now reappears in illegal immigrants as do intestinal parasites, says the report. Malaria was obliterated, but now is re-emerging in Texas. The Journal of American Physicians and Surgeons report includes a strong prescription for protecting the health of Americans: Closing America's borders with fences, high-tech security devices and troops. Rescinding the U.S. citizenship of "anchor babies." Punishing the aiding and abetting of illegal aliens as a crime. An end to amnesty programs.
